Investors inhale Illinois' $1.5B tobacco bonds | Government | Crain's Chicago Business

Strong demand for $1.46 billion in Illinois tobacco bonds will allow the deal to close Tuesday, one day earlier than expected.

The cash-strapped state, which structured the bond issue conservatively to make sure it sold easily, is pledging future payments from a settlement with tobacco companies to help pay off a backlog of bills by yearend.

state is pledging roughly twice the amount of cash flow needed to pay off the bonds over the next 17 years, which means cigarette consumption can decline 10% a year before cash flow gets close to the amount needed for debt service

The U.S. Troubled Asset Relief Program, which risked up to $700 billion of government funds to bail out troubled banks and automakers, will cost taxpayers a mere $25 billion, according to an estimate released on Monday by the nonpartisan Congressional Budget Office.

Food Banks Bracing For End Of Extended Unemployment Benefits

According to the Labor Department, two million long-term unemployed will be dropped from the programs by the end of December if Congress does not act.

Congress allowed benefits to lapse twice for a brief time earlier this year, and once for a long time, when 2.5 million had their benefits interrupted for nearly two months over the summer

It was expense insurance to ensure judicial approval on the new redistricting map had Gov. Pat Quinn lost to Republican Bill Brady and, if the map matter (as it still might be) was thrown to the state's high court.

Investors have been selling off state and local municipal bonds. Meredith Whitney, the financial expert who first spotted Citigroup’s overexposure to mortgage-backed securities, is now predicting a sell-off in the municipal bond market.

So it’s entirely possible that some state government — California and Illinois, facing $25 billion and $15 billion deficits, are likely suspects — will be coming to Washington some time in the next two years in search of a bailout.

How to avoid this scenario? University of Pennsylvania law professor David Skeel, writing in The Weekly Standard, suggests that Congress pass a law allowing states to go bankrupt.

Woodstock man falls to his death at Soldier Field

Stuart Haverty, 23, had been at the Chicago Bears-Philadelphia Eagles game with co-workers, said Bruce Glass, his boss and co-owner of Fox Tool and Manufacturing in Woodstock. Haverty and Glass had been seated separately from four others in the group and went to meet up shortly before halftime.

Haverty's uncle, Tim, said his nephew might have gone for a cigarette but was told he couldn't smoke in that area. Haverty might have gone beyond a barrier to find a place to smoke, gone too far and lost his balance

Haverty was part of the Woodstock High School Class of 2006, but graduated early as part of the Career and Technical Education Program, according to Barb Banker, director of community services for District 200.

Haverty worked at Fox Tool for seven years, starting part-time in high school. He bought his own home at age 20 and was about a year away from finishing a precision toolmaking apprenticeship, Glass said.

He also attended McHenry County College from fall 2005 through spring 2009, school officials said.

Illinois Schedules $1.5 Billion Tobacco Bond Sale for Dec. 1 to Pay Bills - Bloomberg

 Illinois, which shares Moody’s Investors Service’s worst state credit rating with California, has set a Dec. 1 sale for $1.5 billion of tobacco bonds to pay bills and balance its budget, said Kelly Kraft, spokeswoman for Governor Pat Quinn’s office of management and budget.

The bonds, being sold by the Railsplitter Tobacco Settlement Authority, will be backed by money from a 1998 settlement with tobacco companies. The state is raising the cash to help pay leftover fiscal 2010 bills by Dec. 31.

Almost three years since Illinois' indoor smoking ban took effect, the push is on again to allow gamblers to light up in casinos.

Illinois casinos' revenue crashed hard in 2008, when the ban pushed smokers out of nearly every indoor public area in the state. Even though the economy was making gamblers nervous across the country, the industry argues the smoking ban played a big part in dinging casino revenues here.

Given the current sales volume, it would take the Chicago area 16 months to sell the traditional and distressed inventory on the market. That doesn't include the so-called shadow inventory of homes with delinquent mortgages, those in foreclosure and homes that have been repossessed by banks but have not been listed for sale

Attorney general's office probes fish kill near Mansfield | News-Gazette.com

Mansfield is in Platt County and is part of the Champaign-Urbana SMSA

The EPA referred the case to Illinois Attorney General Lisa Madigan in early October, according to agency spokesman Scott Mulford.

"After discussions with them we jointly decided it was the best course of action," Mulford said.

The agency's investigation led to field tile in the area. Mulford declined to say who or what business was responsible for the spill or what pollutant killed the fish. Earlier this fall the EPA said the likely source of the pollution was the Stone Ridge Dairy, an approximately 3,000-cow facility near Mansfield and Bellflower, northwest of Mahomet.

The Stone Ridge Dairy does not have a National Pollutant Discharge Elimination System permit, according to the Illinois EPA. The agency has come under scrutiny by environmental groups and the U.S. EPA for its administration of the NPDES program that regulates what are called point sources, including confined animal facilities such as the Mansfield dairy.

Still, it remains uncertain precisely when this decisive question would be raised.

Passage 65 ILCS 5/1‑1‑9 of the Illinois Municipal Code indicates that the question would have to be presented at the next general election, dictating that voters would be presented with a “proposition of whether the municipality shall elect not to be a home rule unit.”

Cook County Sheriff Tom Dart said he only was ordering evictions to resume because county prosecutors told him that he was legally bound to carry out foreclosure eviction orders signed by a judge.

Stephenson County set to approve higher property tax levy - Freeport, IL - The Journal-Standard

 

levy increase would appear quite large if one were only looking at revenue going into the general fund, Blum said. The 2010 tax levy contributed an estimated $1.7 million to the general fund, while the 2011 levy contributes about $2.4 million to this fund, Blum said.

“We had to freeze all the other levies to get the (levy increase) into the general fund,” Blum said. “All the other line items are frozen, some went down. The general fund, where we needed revenue to protect public safety, went up.”

Concerns Raised

Recently elected County Board member Jerry Clay said he objects to the way the county seems to be playing “accounting games” to balance its budget. He said the county is taking expenses that should be coming out of their revenue stream and putting them in closed funds, and then using borrowed funds to pay for the expenses.

Oops: Air Force sends tanker bid details to rivals

The Air Force mistakenly gave rival companies sensitive information that contained each other's confidential bids in a long-standing, multibillion dollar competition to build a new refueling tanker.

Chicago-based Boeing Co., and the European Aeronautic Defence and Space Company (EADS), parent of Airbus, are in an intense competition for a $35 billion contract to build 179 new Air Force tankers based either on the Boeing 767 jetliner or the Airbus A330.

McHenry County judge reprimanded over special hearing - DailyHerald.com

 

the Illinois Courts Commission this morning issued a formal reprimand to McHenry County Judge Michael Chmiel.

commission found that Chmiel never intentionally misled them or the state’s Judicial Inquiry Board when asked to explain his actions of June 16, 2007.

Chmiel, of Crystal Lake, held a special Saturday afternoon bond hearing that day for the benefit of David Miller, a Cary resident arrested that morning on obstructing justice and traffic-related charges.

Had Chmiel not held the hearing, Miller would have had to remain in the county jail until at least the following Monday morning. Instead, he was out of jail later that day.

David Miller is the brother of Algonquin Township Highway Commissioner Robert Miller, a longtime friend and political ally of Chmiel.

2011 Boone County Budget Passes by Narrow Margin

2011 Budget Passes by Narrow Margin

With six county representatives in favor and five opposed,
Boone County Board members narrowly approved the
Fiscal Year 2011 budget; county representative Paul Larson
(District 2) was absent.

The County Board Finance Committee chairman, Karl
Johnson (District 2), thanked department heads, board
and committee members for their efforts. “I think it’s a
compromise that will allow the county to move forward
with its work,” said Johnson.

But, county representative Pat Mattison (District 3), who
voted against the measure, held a different opinion and read
a letter into the record stating his many objections. [The full
text of Mr. Mattison’s speech is shown below]“I am opposed to the Boone County FY2011 budget,”
Mattison said. “No matter how it is stated, it is not balanced
and has not been balanced for several years.”
His statement continued. “Like it or not, Boone County
has had a gap between revenue and spending and the
Boone County administrator and board are not addressing
that problem. The State of Illinois is four months or better
behind on their funding to Boone County agencies including
the County. The State, which is virtually bankrupt, is going
to cut their support to Boone County (and other counties)
and cut their deficit ($15 billion) on the backs of local
governments. On page two of the Fiscal Year 2011 Budget
it reports an ending balance in the “Stabilization Rainy Day
Fund” of $2,439,270.* The balance was: $4,104,497 in 2007,
$3,918,978 in 2008, $2,910,958 in 2009 [and] $2,439,270
in 2010; a loss of $1,655,227--that is an ominous erosion
of Boone County general funds, and will get worse. On
page 34 it reports “Total General Fund Transfers” out of:
$12,929,687 for FY 2010 and $13,302,149 for FY 2011.
That is an increase in transfers out of $372,462 more than
FY 2010 estimates!”

County Board Chairman Bob Walberg (District 1) noted
that a large amount of money recently drawn from the
county’s “Rainy Day Fund” was used to pay for property
destined to be the home of the new county administrative
campus. “Where we are all sitting right now?” Walberg
asked.

At the end of Mattison’s comments, other county board
members expressed a variety of viewpoints regarding
Mattison statement and the budget in general.
“At the last board meeting you were good enough to
make the comment that we are spending in excess of what
we’re spending in our 2010 budget; to the tune of about
300,000,” said county representative Marshall Newhouse
(District 1). “To my recollection, it was a board decision to
pay off the bond payments. We thought we could pay off
the amount to reduce the debt. I think it was an appropriate
thing to do. To say we are overspending now because of
that I think is a misrepresentation.”

Mattison’s concerns were echoed by county
representative Cathy Ward (District 2). “This isn’t perfect,
and I agree with a number of the things that Mr. Mattison
said. Who would have thought three years ago that we’d
be here? I fully expect that we’ll have to make even harder
decisions. Some [board members] suggested a committee of-
the-whole at least of some committees. I think at the
very least, we could have the full board come to all of the
finance hearings. I think Ken has done a tremendous job of
trying to predict. I don’t know if any of us could have done
any better.”

Mattison added that the county should understand whether
or not county residents would prefer cuts in services. “I
can be wrong, but for the seniors who have had their Social
Security income lowered, the 15 percent unemployed, the
business that have been closed, the builders and realtors that
have been cut to the bone...the Boone County Budget for
Fiscal Year 2011 has too many areas that should explored
and cut,” said Mattison.

County representatives Kenny Freeman (District 3),
Terri Glass (District 3), Kathy Hartwig (District 1), Peggy
Malone (District 3), and Mattison opposed passage of the
budget ordinance.

In related business, county officials voted to allow
eligible employees, those with 25 years of service or more,
to complete a per-application for early retirement. The
move could enable the county to estimate savings to the
general ledger by retiring those employees compared to
their retention. The pre-application neither obligates the
county to offer early retirement, nor does it require those
who fill it out to take the offer.

According to county Administrator Ken Terrinoni the
measure acts as a gauge to determine the cost, if the county
proceeds to offer it.

  Mr. Mattison’s uses the term “stabilization rainy day fund’ of $2,439,270 to refer to the positive fund balance carried over from prior years. Drive provides gifts to troops

The gifts will be gathered at Chemtool sites and then taken on a semitruck to Operation Support Our Troops - Illinois in Naperville where they will be shipped out.
Owner Jim Athans spearheaded the partnership and has received support from employees including organizers Bob Shockley, a plant manager for Metalcote Division, and Lindsay DuBois, a sales representative with the Metalcote Division.

Federal Government made $125 billion in improper payments last year

 

federal government's improper payments totaled about $125 billion in fiscal 2010 as unemployment insurance and Medicaid payments increased, officials said Tuesday. But agencies also recovered about $687 million mistakenly paid to delinquent government contractors and beneficiaries.

Boone County may offer free health benefits or a lump sum to new retirees

The county is in the mist of gathering information and employee interest  regarding a possible incentive program to spur employees with 25 years of service to retire.  This is probably a one time opportunity and has not been approved by the county board.  Neither the costs nor would be benefits will be available until the survey is completed by the interested employees.  At that time a vote of the county board will be required to authorize the program.  Click on the photocopies below to see the two possible options that maybe available.

Friday is the deadline for sending holiday packages to troops stationed overseas using Parcel Post to all Air/Army Post Office or Fleet Post Office ZIP codes.
The Postal Service places APO/FPO mail on special charter flights, commercial airlines and military service aircraft to reach armed services members overseas as quickly as possible.
All military mail, regardless of destination, is sent by domestic mail rate, according to a news release from the Postal Service in northern Illinois.
