Study Shows Boone County Sheriff should double fees for servicing legal notices and processing bonds

The following report from Maximus will be presented to the County Board on Wednesday November 18, 2009.

The report suggests that the County Board can increase fees for the sheriff’s processing of legal papers and processing bonds to release prisoners.  Over $50,000 of additional revenue would be possible if the Board increased the fee structure to reflect the full costs of processing these items.

McHenry Co. Committee reviewing longterm county plan

Planning and Development Committee members voted to keep the county’s projected population for 2030 at 540,000, after County Board Member Ersel Schuster suggested reducing it to 457,000.

As of 2008, the U.S. Census Bureau estimated the population to be 318,641 –Wikipedia.  The annual growth (rate using the 2008 figure as 2010 population) is 2.8% versus 1.8%.

Expiring Boone budget has no successor

Wednesday’s meeting about the 2010 plan is the last one scheduled before the deadline.

The drawing is the new county administration building to be open in January 2010.

The county’s 2009 budget expires Nov. 30. But the county can’t pay its bills after that if the County Board fails to adopt a 2010 spending plan. There is “no statutory authority allowing the County Board to operate under a prior budget,” said State’s Attorney Michelle Courier in an Oct. 23 memo to board members.

Associated Bank told to maintain capital

Associated is the second-largest bank based in Wisconsin and has more than $380 million in deposits at eight branches in the Rock River Valley

a memorandum of understanding with the Office of the Comptroller of the Currency on Monday

The OCC is requiring Associated to keep its Tier 1 capital to total average assets above 8 percent and its total capital to risk-weighted assets at 12 percent or higher. At the end of September, Associated’s capital ratios were 8.33 percent and 13.11 percent.

So,  Associated is meeting COC’s memorandum as far as we can see—but will it do so at the end of December.

Garden Prairie might end village status

The village of Garden Prairie may not live to see its second birthday.

Though the town was incorporated Feb. 5, 2008, residents will be asked on the Feb. 2 primary ballot whether to dissolve the village and end its brief existence.

Elgin lawyer bilked clients, authorities say

ELGIN -- Local lawyer William C. Chesbrough has been charged with bilking two area residents out of $140,000.

Elgin police Wednesday arrested Chesbrough, 58, of 1401 Grande Point Blvd., West Dundee, on two counts of felony theft and one count of felony financial exploitation of an elderly person, according to the Kane County State's Attorney's Office.

[This is the most telling thing about the state’s licensing process:]  The state commission reported that there was no discipline or pending proceedings on Chesbrough's record so far.
