Woodstock mulls energy aggregation referendum

WOODSTOCK – It appears Woodstock could be the next municipality to jump on the electrical aggregation bandwagon.

Voters could be asked this spring whether the City should seek lower electricity rates on residents’ behalf….

However, Mayor Brian Sager urged the Council to move forward with caution.

The measure would lock residents into the new energy rate for three years and “wouldn’t shift the rate of power with inflationary pull,” Sager said, meaning residents’ rates wouldn’t go up in a rising electricity market, but they also wouldn’t go down when the market declines.

The council must approve the measure to be placed on the ballot as a city-wide referendum to be voted on in March. To be on the ballot it has to be approved by early January. It is slated to be on the Council’s agenda Nov. 15.

Educating residents about the process will be key to success with the program, Sager said……

Several other local communities also are pursuing aggregation, including McHenry County, Cary, Marengo and Lakewood. Harvard and Fox River Grove already went to referendum and have locked in lower rates.

Twenty-four municipalities served by ComEd have put referendums on the ballot, and 21 of those passed, according to the Illinois Municipal League and a city report.

Fixed-route bus service finally arrives in Belvidere

BELVIDERE – The Rockford Mass Transit District launched its fixed-route bus service for the Belvidere area Monday morning, with a gathering of officials at the Keen-Age Center.

Buses began making runs that day and from now on will operate from 7:20 a.m. to 5:20 p.m. Monday through Friday of each week.

Here are the stops, in order: Keen-Age Center on Henry Lucklow Lane on the west side of Belvidere; city hall on Meadow Street downtown; Swedish American Medical Center and then Kmart, which is the end of the line. The return trip stops at the medical center, city hall and the Keen-Age Center, before getting back to the transfer station.

There will be 10 round trips each day. The first bus will leave the transfer station at 7:20 a.m. with the last one departing at 4:20 p.m. The idea is to have each round trip accomplished in one hour.

Fares are $1.50 for those 12 years of age and older. The cost is 75 cents for students up to 20 years of age and children 5 through 11 years of age. Kids under age are free when accompanied by an adult; senior citizens also are free.

Other possibilities are an adult 10-ride ticket for $15; student and disabled 10-ride ticket, $7.50; seven-day unlimited pass, $16; 30-day unlimited ride pass, $55. Transfers are free, but passes are not. …..

The service is being funded through a federal Job Access Reverse Commute Grant, which provides up to 50 percent of the cost. Once the seed money is gone, which usually happens in 12 months, it will be up to the district and Boone County to determine how they will fund the portion of the cost not covered by the grant.

The remaining portion of the cost is being funded through the Illinois Downstate Operating Grant.

New Fibre Optics come to counties

BELVIDERE (WIFR) -- Illinois Fiber Resources Group (iFiber) has announced construction crews from Aldridge Electric Company/Kelso-Burnett continue to work in Belvidere, Rockford and other nearby areas. Construction in the zone is expected to continue through the end of the year.


The immediate work plan includes: installing fiber along Business 20, from Belvidere to Rockford; directional drilling in both Belvidere and Rockford; directional drilling on Route 251, from IL 72 (Davis Junction) to IL 64; plowing on IL 64, from Oregon to Route 251; and plowing along IL 72 to the Stephenson County Line.

iFiber’s crews have been working in the region since August. iFiber has contracted with Aldridge Electric (Libertyville, IL), which partnered with Kelso-Burnett (Rockford, IL), for work on the network in Boone, LaSalle, Ogle, Stephenson and Winnebago counties.

Fiber optic construction will occur within the dedicated roadway right-of-way. During the construction of the fiber optic network, residents will see cable boring equipment in their neighborhood, as well as hand-hole construction crews. Crews also may have staked or painted to identify infrastructure in the area. Disturbed areas will be restored as part of the project.

In September 2010, Northern Illinois University as the fiscal agent, received a $68.5 million NTIA Broadband Technology Opportunity Program grant to deploy an almost 900-mile network across the northwest Illinois region. The project will bring up to 10 Gbps speeds, significantly improving the ability to leverage broadband technology for improvements in rural education, economic opportunities and public safety.

iFiber was established as a not-for-profit entity in January 2011, to address current and future high-speed Internet needs of communities across northwest Illinois. Counties included are Boone, Carroll, JoDaviess, LaSalle, Lee, Ogle, Stephenson, Whiteside, and Winnebago.

iFiber is a public-private partnership that will provide access to the new fiber optic network to community anchor institutions such as schools, government, libraries, community colleges and health care providers. Through its service provider partners, iFiber also will promote similar high speed network transport services to businesses and residential subscribers in the private sector.

The grant is administered by NIU and is an Illinois Broadband Opportunity Partner (IBOP). Design engineering and permitting are being coordinated by Baxter & Woodman. In addition to Aldridge/Kelso-Burnett, construction is being completed by PirTano Construction Company (Addison, IL) in Carroll, JoDaviess, Lee and Whiteside counties.


The iFiber Board includes representatives from NIU, LaSalle County, North Central Illinois Council of Governments, the City of Rockford, Boone County, and Blackhawk Hills RC&D.

BELVIDERE — Belvidere Township residents quashed plans to buy the vacant Eagles Club building on West Locust Street.

More than 100 residents attended a special meeting today, and after two hours of discussion, the purchase was turned down by a large majority in a show of hands.

The township’s board had previously approved buying the empty building for $150,000, but it needed approval from the township’s electorate to complete the deal.

“It’s a lost opportunity,” Supervisor Pat Murphy said. “But the people have spoken, and life goes on.”

Township officials intended to use the building to provide space for youth programs. Murphy hoped to work out an agreement with the Belvidere Family Y that would allow the Y to expand its programs.

The building would also be available to other youth programs and organizations.

“I don’t care what anybody says, there’s still a need — you cannot have enough programs for kids,” Murphy said.

Many residents who spoke out against the purchase were unhappy with operational and maintenance costs the township would incur once the building was purchased.

Environmental and architectural studies showed that the township would need to spend up to $3,000 on immediate asbestos removal to use the building. The studies also recommended $97,000 to $100,000 worth of basic repairs down the road.

Belvidere Township is in a strong financial position. It finished its fiscal 2010 with $5.9 million in the bank, with $1.3 million undesignated.

“We have the money,” Murphy said. “We have that money, because we worked very hard to save that money.”

Belvidere Mayor Fred Brereton supported the purchase of the building, saying it could have been a shot in the arm for economic development in the neighborhood.

“We’ve all seen what vacant buildings can do to a neighborhood,” Brereton said. “This facility would be occupied with activities that would be a positive environment for this neighborhood. Whenever you can create activity in a neighborhood, you’re creating opportunities for other businesses.”

The issue could be brought back through a referendum on ballots in the next election, but Murphy doesn’t believe the township will take that route.

“The way I feel is it’s a done deal,” he said.

It is a misuse of taxpayer's money, especially in these times where Senior Citizens are struggling along with the 13 to 15 percent unemployed in Boone County, and the many businesses (Real Estate, Home Builders, closed retail outlets, Auto Dealerships, et al) are truly hurting.

For Belvidere Township to purchase and renovate the Eagles Club in downtown Belvidere is misguided thinking and should be rejected by Belvidere Township Voters!

Gaming revenues down as Quinn continues to mull expansion

The Commission on Government Forecasting and Accountability released a report that says total gaming revenues for the state in 2011 reached their lowest level since 2001. The state's take of riverboat, horse racing and lottery revenues for last fiscal year was about $1 billion.
Revenue for riverboat gambling decreased by almost 6 percent from Fiscal Year 2010 and made up almost 34 percent of total gaming revenues. Four years ago, riverboats contributed about 52 percent of gaming revenues. The report said revenues from riverboats are at the lowest since FY 1999.
The report pointed to the economic downturn and increased competition from neighboring states as possible causes for the drop. However, the numbers continue to suggest that the biggest contributor to the drop in Illinois casino revenues is the indoor smoking ban. “Since the indoor smoking ban began in January 2008, adjusted gross receipts for Illinois riverboats have fallen a combined 30.7 percent from pre-smoking-ban levels,” the report stated.

Letter to Editor of RR Star: Belvidere has become a divided city

The following appears on the Opinion Page of today’s Rockford Register Star.

 

Should the people of Belvidere be concerned about our school system?
I think we should. Having two high schools has not only affected our extracurricular program but has divided our city. What a shame.
Remember Buc Pride? Belvidere was proud of its school and its activities. Now we have small numbers taking part in sports and music.
Will the variety of classes as well as advanced placement classes also be adversely affected?
To go to a football game and see 25 players on the varsity team and 50-60 musicians at halftime makes you wonder:
How does that affect the players competing against larger teams?
How does that affect students who would qualify for scholarships but have less exposure because the team didn’t get past the regular season?
How does that affect attendance and the income from activities?
How much more is it costing the taxpayers?
It seems there could have been a better way of solving the crowding problem at the school. Now that we’re in this situation, how about the leaders coming up with a solution that would better fit our community for all concerned

POTENTIAL EXPANSION OF GOVERNMENT

Belvidere Township Meeting – Tues. Oct 18, 2011 @ 6PM

Belvidere Community Building

  • Registered Belvidere Township Voters will be asked to vote YES/NO on the Township purchase of real property known as the Eagle’s Social Club Building.
  • The initial cost of the building purchase is beyond the current tax assessment.
  • The building has been sold for back taxes with the right of redemption by its owner close at hand.
  • The Township Chairman brought to the Township Board this purchase for the purpose of expanding the YMCA youth programs in Belvidere.
  • The public questions have caused the Township to have one open meeting followed by another with an architectural firm to review the cost of upgrading the building to minimum requirements for its intended use as a youth center for the YMCA.
  • The 3rd. public meeting 10/18/11 is being held to honor the public’s desire for full disclosure in making this purchase and the funding of the necessary improvements required of this property for its intended use.
  • The YMCA’s Nautialius equipment currently provides a source of income for them but leaves little room for youth programming activities.
  • The Eagle’s Building is proposed to be a site for additional youth activities.
  • The YCMA recently expensed money to purchase and tear down an apartment building on the east side of its parking lot.
  • There remains one apartment building with an auto repair shop attached between the YMCA owned property and the Eagle’s Building.

POINTS TO CONSIDER:

· What are the social and programming needs of Belvidere Township Youth as determined by any studies?

· Will the benefits of this process accrue to all youth of the community or only those who access it through membership in the YMCA? [please note these funds are Belvidere Township funds]

· Whose responsibility is it to identify and physically and financially provide for these needs?

· Are there any written leases or intent to lease this property by any organization?

· What would be the availability and lease expense for users of this property?

· Will uses of this property exclude persons NOT residing of Belvidere Township?

· Will this facility, supported by Belvidere Township Taxpayers, be in competition with any private organizations in Boone County?

· Will the lease rent for this property be of fair market value to this tenant?

· A question was raised at the last public meeting about the lack of public parking at or around this property. There is very limited parking on the Eagle’s site.

· Parking does exist within walking distance but would require the cooperation of both pubic and private facilities near the property.

· Both the Salvation Army and Belvidere Police Department are working to promote and bring about additional youth programs in Belvidere at this time but neither have asked for assistance from Belvidere Township.

· Youth programming is also available through many of the churches in the Belvidere Community.

DOLLARS TO CONSIDER:

  • The Township Chairman stated Belvidere Township is not receiving much return on their investments which makes this purchase seem like a better investment than a CD. If investment returns increased would this statement continue to be valid?
  • The architect had a Phase I environmental study completed. Removing asbestos would cost from $40,000-$60,000.
  • The architect stated it would take another $97,000 for the Township to “feel good” about the building.
  • These “feel good” items seem to include heating, air conditioning, floor coverings, roofing concerns and some windows.
  • No mention was made about changing the outward appearance of the building.
  • Handicap accessibility will not be an issue unless the intended use of the building is changed or structural improvements take place.
  • The Township is sitting on a substantial cash balance in its accounts.
  • Would the purchase renovation and marketing of this property make economic and business sense going forward?
  • Is it reasonable to EXPAND government into an area that may subsidize a private organization who charges its members a fee for facility use?
  • If intentions of honorable desire result in the Township owning an unusable building one must ask how poor was our return on this investment?
  • Have you ever seen a government project that did not grow and cost over time?
  • Once on the tax rolls this project may never leave or diminish.

Please make every effort to make this meeting to cast your vote in favor or against the acquisition and renovation of the Eagle’s Building in Belvidere.

Huntley OKs interchange pact

Are these the magnitude of cost which the City of Belvidere/Boone County will have to pay for the Irene Road interchange?

The village board has given its approval to a proposed intergovernmental agreement for construction of a full interchange at Interstate 90 and Route 47.

The agreement joins Huntley with the Illinois Toll Highway Authority, the Illinois Department of Transportation and McHenry and Kane counties on the project.

The agreement outlines the funding each governmental body must provide for the estimated $69 million, all-electronic interchange.

The ITHA will contribute 50 percent, or about $34.5 million; IDOT will pay just under 26 percent, or about $18 million; the village 9 percent, or little more than $6 million; Kane County 8.4 percent, or a little less than $6 million; and McHenry County about 6.5 percent, or about $4.5 million. Huntley already has paid $2.6 million in engineering fees for the project.

Village Manager David Johnson said the toll authority already has approved its intergovernmental agreement, with the two counties expected to follow suit later this month.

Johnson also stated the plans allow for the project to go out for bid early next year, with an April or May start date expected.

While it is up to the toll authority to determine the sequence of the construction, Johnson said the old interchange ramps and bridge will be used during the entire construction period while the new seven-lane bridge is constructed.

DeKalb County sues over collapsed bridge

SYCAMORE – The county and Afton Township officials have filed a civil lawsuit against Enbridge Energy and Welded Construction, alleging that work the companies did on a pipeline in 2008 caused the Keslinger Road bridge to collapse.

Representatives from Welded Construction – which was contracted by Enbridge Energy to expand an oil pipeline in the area at the time – admitted it had trucks weighing between 150,000-155,000 pounds crossing the bridge without proper permits.

The lawsuit, filed Friday at the DeKalb County Courthouse, alleges that the defendants violated state statutes by transporting numerous "super loads of equipment and materials across the bridge far in excess of its known capacity" without obtaining overweight permits or permission from the township road commissioner, according to a news release from DeKalb County State's Attorney Clay Campbell.

"The company that destroyed this bridge is refusing to take responsibility," Campbell said. "

“Hunger is Unacceptable in our Community “

People are surprised to learn that in this community there are people, young, elderly and in-between, who do not have the resources to feed themselves or their families adequately. That is why the Belvidere /Boone County Food Pantry exists – to aid those who need food especially on an emergency basis. We want to make sure that every person/child/family has the food they need to sustain themselves. So, we are seeking donations to help the 1500 – 2000 individuals (on average) who use our pantry every month. With this bad economic time, the number of people who need the food pantry’s assistance keeps increasing.

On September 27, I spoke to the Board of Trustees at the Belvidere Township meeting to ask them for a donation so we may continue to provide food and other necessities to the people in Belvidere Township who are live in poverty and need our help. We have not received support from the Belvidere Township in the past, but hope that will change in the future. We serve a significant number of Belvidere township residents and have been doing so for the past 7 years. Poplar Grove Township has been generous in financially assisting the pantry this past year and our hope is that the other townships in Boone County will follow their example. We need the support of all of our local governments to help us continue the services we have been providing to our clients for several years. We are not supported by any State or Federal entities. The pantry is stocked entirely by the generosity of individuals, businesses, civic groups and the faith based community. This support has sustained us for a long time, but now with the increased unemployment in our area, we need financial assistance to make sure every household receives the food and daily essentials necessary for day to day existence.

Our pledges are down, our donations of products are down, and the number of people we serve continues to rise. We need help feeding your neighbor, maybe a family member, the person you sit next to in church, or someone you work beside. Some of our past contributors are now our clients.

Officials look to expand county jail into N. Locust Street

Boone County jail currently receives large reimbursements for housing DeKalb prisoners.  It looks like the Boone County Board needs to make sure that their FY 2013 budget (that the budget to be approve in November 2012) considers this large lost of cash.  I certainly hope that the county still has some reserves for then.

When the jail was built in 1980, Kimme said, it was designed to hold 64 beds. By 1990, it had 89 beds. The average number of inmates during 2010 was 131, with the peak number at 141.

The hope is to expand the jail in a two-phase process, expanding to 200 beds initially, but expanding further down the line.

The county [DeKalb County] has proposed paying for a larger jail through the expansion of the DeKalb County Landfill. If that occurs – and it could not happen until appeals against the landfill expansion have been heard and permits are granted by the state – the landfill would take trash from other counties and charge a tipping fee. That fee would be used to expand the jail.
