Kemp said he is “very confident” that IDOT will approve the mitigation plan. “We are optimistic that it (construction) will move forward,” he said.

Engineering will cost about $100,000, with Boone County government providing $50,000 and $25,000 each coming from the village of Timberlane and Belvidere Township’s road budget.
