charges allege that Kuhlmeier falsely asserted that about 14 of the signatures on his primary election petitions were signed in his presence and were genuine, Zalar said.

The false assertions rise to the level of perjury because Kuhlmeier signed his petitions in front of an election official, serving as a notary public, meaning he was technically “under oath” at the time,
