A rocky road ahead - Freeport, IL

 

first concern will confront the city in August, when employees’ biweekly paychecks will be due during the first week of the month. The city will no longer be able to lean on sales tax revenues (which become available after the tenth of the month) to support these payrolls

next major hurdle will confront the city in October, when employees are poised to receive three paychecks instead of two

The biggest problems, however, could play out in November and December.
