Struggling to close a threatened, $300 million year-end budget gap, City Hall sent out layoff notices last months to 1,504 city employees. But, 40 unions have since agreed to: take 24 unpaid furlough days through June 30, 2011; convert all city holidays -- nine for hourly employees and 12 for those with monthly salaries -- to unpaid days and substitute comp time for cash overtime.
warned the three holdout unions that layoffs would be confined to their 650 members if they refuse to cut the same deal by July 15.
