Madison County has approximately 150,000 residents and is in the Greater St. Louis Area. Boone County is only a third the population of Madison County however perhaps it will have to consider layoffs as well.
Not only is revenue falling short, officials said, but they must come up with an additional $1.4 million to pay the Illinois Municipal Retirement Fund.
