I'm concerned now that this has happened: http://www.bcrnews.com/mobile/article.xml/articles/2012/11/21/6bd515372c7b457ea904b4dbb2a672a2/index.xml What strikes me as odd is that Mainstream withdrew its application in Bureau County, but the same application with more wind turbines has not been withdrawn in neighboring Whiteside County. http://www.bcrnews.com/2012/11/28/rough-water-for-mainstream/a8rktq9/ If a NPF like Byron were planned today, I would imagine that there would be a very large setback, road reconstructions, decommissioning letters, etc. Bureau County has some experience in these matters, but has yet to make additional changes to their ordinance. Boone County has at least done that, thus far. I have noticed that the counties that are newer with ordinances have adopted higher setbacks, first 1,600 from property lines in Woodford then 2,000 in part of Iroquois County. I am not aware of any county anywhere that has shortened its original setback. A lot of counties started out at 1,000, but ended up lengthening it and lengthening it. Why? A lesson must be taken from that. I think that Boone might be the only county anywhere that shortened its setback from its original. The 1,000 setback is much shorter than a lot of other Illinois counties now and affords no protection to people who wish to live on a parcel of property where no primary structure currently exist.
