Did the County keep its word regarding use of the PSB Sales Tax?

Below is a copy of the campaign handout for the original tax in 2008.

Note the #1 item on the fact sheet from the back side of the handout.  It is the second bullet: “ Any excess money from the referendum shortens sunset.”

When the referendum passed there possibly was no legal recourse for the county but to use excess sales tax to pay down the debt. However later court decisions allowed PSB sales tax to be used for PSB operating costs.  However should the county do this without voter approval, at least in an advisory referendum?  Today over $300,000 of PSB sales tax is being used annually for operations, will the sales tax actually end in 2018 as projected?
