The IEPA will review Garden Prairie Organics’ permit application by Sept. 13. The agency’s permit process is separate from the enforcement process, although both departments correspond with one another.

“They run on parallel tracks,” Carson added.

The Boone County Health Department is also keeping tabs on the stink to ensure it abides by the county’s code concerning odors, said Bill Hatfield, director of environmental health.
