Fiat reassures Italy on jobs as Chrysler merger looms - Yahoo! News

Zanonato met with Marchionne and Fiat's controlling shareholder John Elkann, both of whom gave assurances Fiat intends to maintain employment even as Italy's car market shrinks to levels last seen in the 1970s.

Italian car sales fell nearly 20 percent last year and are seen falling 5 percent more this year to about 1.3 million vehicles. The Italian government, already grappling with a recession and austerity-mandated budget cuts, has few tools at hand to help sales revive.

Yet Fiat has plans to build Jeeps and a new line of Alfa Romeos in Italy, for export to markets in Asia, Latin America and the United States…..

Obama Student Loan Policy Reaping $51 Billion Profit

At $1.1 trillion, student debt eclipses all other forms of household debt, except for home mortgages. It's also the only kind of consumer debt that has increased since the onset of the financial crisis, according to the New York Fed. Officials in Washington are worried that overly indebted student borrowers are unable to save enough to purchase a home, take out loans for new cars, start a business or save enough for their retirement.

Policymakers also are worried about the effect that high interest rates on outstanding student debt may have on the broader economy. Congress sets interest rates on federal student loans, with rates fixed on the majority of loans at 6.8 and 7.9 percent

State of Illinois is holding more than a 100 lost or forgotten military medals in its vaults under the capitol and is trying to return them to the families of veterans.

State Treasurer Dan Rutherford is asking people to take a moment over Memorial Day weekend to see if they recognize the names on a list of veterans whose military honors are held by the state.

Northwest Herald | McHenry County continues to lack affordable housing

The fair market rent for a two-bedroom apartment in McHenry County was $958 in 2012, according to the Analysis of Impediments to Fair Housing Choice study. That would require earning $38,320 a year – or about $18 an hour – to afford without spending more than the recommended 30 percent of income on housing

….

From 2000 to 2009, the county lost nearly a third of its housing units that cost less than $500 a month. During the same period, the number of units renting for more than $1,000 a month increased by nearly 200 percent, according to the housing study…..

High property taxes and limited space for affordable developments have contributed to the county’s dearth of affordable housing.

The annual median property-tax levy for a home at the county’s median value is nearly $5,000, or 6 percent of median household income, according the study. Only 30 other counties in the country have a higher property tax as percentage of median income, according to the report

Taxes go way up and way down in 2 Boone County taxing districts - Rockford, IL - Rockford Register Star

Decreased property values have not stopped most of Boone County’s taxing bodies from requesting more money from property owners.

Thirty-five of the 51 taxing bodies – 68 percent – asked for more money than they did last year while just 14 asked for less, according to a Rockford Register Star analysis. Two entities were unchanged.

Here’s a look at two compelling rising and falling tax trends in the county, and the reasons behind those changes.

BELVIDERE TOWNSHIP

Township leaders gave residents a financial break this year by drastically lowering property taxes by more than 15 percent.

BELVIDERE

A 2012 computing error that cost Belvidere leaders hundreds of thousands of dollars in property tax revenue will hit residents’ wallets this year.

The city only received $4.1 million of its $4.3 million levy request last year. Leaders expected to receive the full amount since it was no longer under tax caps.

To make up for the shortfall, officials agreed to levy the lost $202,000 and an additional $140,000 to cover this cycle’s expenses.

BOONE COUNTY – The annual Memorial Day Parade will be 9:30 a.m. Monday, May 27.

Among those participating will be VFW Post 1461, American Legion Post 77, the Belvidere High School band, the Belvidere North High School band and area Boy Scouts and Girl Scouts….

In case of inclement weather, the ceremonies will be held at 10 a.m.at VFW Post 1461, 1310 W. Lincoln Ave.

As a point of clarification:  a subcommittee chairman usually makes an affirmative motion on any issue coming from his subcommittee even though the subcommittee chairman may vote against the motion.  In the absence of Mike Schultz I am the the acting committee chairman.(B Pysson)

The 6-5 vote of denial came during the board’s May 15 meeting after District 3 board member Kenny Freeman made an attempt to postpone the decision. He did so because another District 3 board member, Mike Schultz, who’s also chairman of the health and human services committee, was absent.

Engineering for bridge

Also May 15 the board voted 11-0 with one absent to approve a construction engineering services agreement with Hanson Professional Services for replacement of the Orth Road bridge….

No one is certain if the mussels are under the bridge and it recently was learned the project can’t be bid until the search for the mussels is conducted during the summer.

Engineers cannot begin reconstructing Orth Road bridge until state officials scope the water below for the endangered species. They cannot start investigating until the creek is shallow in August, which likely pushes back the process to fix the bridge to winter.

The delay not only frustrates drivers, but reroutes motorists to a street that is also in disrepair and sustaining further damage from the increased traffic. Dawson Lake Road is taking the brunt of the traffic and will eventually cost Timberlane leaders $200,000 to fix.

The structure will be located at the Veterans Memorial Park. Across Poplar Grove Road is the historic hotel, the oldest building in town, constructed in the 1840s. Also in that area is the barber shop that served as village hall for many years.

Belvidere Township seeks to curb heavy truck traffic on Shaw Road | Belvidere Daily Republican

 

That changed May 14 when the board of trustees voted 5-0 to adopt a revised law that includes a variety of fines, which depend on how much overweight the trucks are.

Residents off Shaw Road packed the township board meeting room in the fall of 2011, wanting to keep truck traffic from increasing once a new asphalt plant opened on the north side of Business 20, just west of the Boone County line.

Township Road Commissioner Richard Lee responded by posting the road with a limit of 10 tons, or 20,000 pounds.

County won’t seek grant to create wind turbine electrical code | Belvidere Daily Republican

 

Boone County has been presented with a last-minute opportunity to apply for a grant to pay for an electrical code to protect the dilbit pipeline that runs through the county.

But board members following an informal discussion May 15 agreed not to pursue the grant. They couldn’t vote on the matter because it was informational and not part of the meeting agenda…..

District 2 board member Cathy Ward ended the discussion when she pointed out Terrinoni “has pretty much indicated this is a waste of his time.” She added the board should “leave it at that.”

Belvidere could return $27K to taxing bodies - Rockford, IL - Rockford Register Star

 

The city is projected to return $27,000 worth of tax increment financing district money to the taxing bodies.

The issue was three-fold: leaders started discussing how to allocate the money too late, aldermen got caught up in political games and Mother Nature made it difficult for developers to work

"The vacancy shall be filled within 60 days by appointment of the chairman of the county board with the advice and consent of the board. The appointee shall be of the same political party as the person he succeeds was at the time of his election. If the county board is elected by district, the appointee must be a member of that district. If more than 28 months remain in the term, the vacancy shall be filled at the next general election. First Nicholas E. Hawes Bicycle Rodeo held at Capron school | Belvidere Daily Republican

 

Children maneuvered their bikes through two obstacle courses that morning. Upon passing they received a certificate, bike driver’s license and voucher for food from Coley’s Coolers, which has a fleet of ice cream trucks serving much of Boone County.

There also was a drawing in which two bikes, one for a boy and one for a girl, were given away.

Brown said the district is optimistic because ridership continues to increase.

After the meeting she said she would like to start meeting with city officials as soon as possible to explore funding options and create a plan for the future. Now that the service has been in effect for 1½ years, she said she would like to serve residents on their current needs.

UPDATE: 7:00 PM May 14, 2013. Ms. Courier provided her March 12, 2013 motion requesting that the defendants be held in contempt. This appears to be the issue of the June 6, 2013 hearing.

The March motion will be posted shortly.

UPDATE:  May 17, 2013:  I have not received confirmation on new wood mulch being dumped on the site and therefore have struck that statement.

Here is all which court records currently tells of this case.  It is scheduled for another hearing on June 6, 2013.

Bill on May 1, 2013 asked that the court case be discussed at this Wednesday’s Boone County Board meeting, however it is not on the agenda.  I asked again on Monday May 13 and based upon Mr. Terrinoni’s advise I sent this email to the States Attorney.  As soon as I hear something I will notify the public.

On the advise of the County Administrator, Ken Terrinoni, I am contacting you directly concerning the status of your efforts to resolve the zoning violation involving Northwest Pallet et.al. and the use of Woodstock Road site for wood chip/mulch storage.

I have a number of constituents who wish an update on your court actions. One of them has contacted your office and relayed his observation that new wood mulch is being dump on the site and then is being reloaded for shipment from the site. What is going on? I thought court action was being pursued to require that Northwest Pallet's operation on Woodstock Road cease.

Please provide a summary regarding the status of this case. Please include the following in your reply.

1. Is case number #2012CH319 the only court action which your office is involved regarding Northwest Pallet and the mulch storage/fire issue?

2. In case #2012CH319, there was a motion on 3-12-2013, could you supply a summary (or a photocopy of that motion)?

3. Case 2012CH319 is scheduled for a hearing on June 6, 2013, can you supply a summary of the county's position/requests to the court in that hearing?

4. In your opinion is the dumping of new wood chips/mulch in keeping with the current restraining order? Please supply a copy of the current restraining order.

Kish Elementary students get free tablet computers as parting gift - Rockford, IL - Rockford Register Star

Each Kishwaukee Elementary School family will receive a big parting gift when the school closes — a Lenovo tablet.

PTO President Holly Houk said the organization spent almost $29,000 of the $40,000 left in its fund on tablets. Parents wanted to give Kishwaukee families something educational and fun, something they could use for years to come. The remaining PTO funds are being spent on a community celebration Saturday and other miscellaneous expenses

The Obama administration isn't the first to face criticism of using the Internal Revenue Service as a political hit squad. Since the advent of the federal income tax about a century ago, several presidents – or their zealous underlings – have directed the IRS to turn its formidable police powers on political rivals.

As President Coolidge's Treasury secretary, Andrew Mellon ordered an IRS audit of a rival, only to find the Franklin Roosevelt administration, later, doing the same to him. President Nixon was caught on tape ordering IRS field audits of dozens of people deemed to be his political enemies. In other cases, a direct line of accountability to the president is not so clear. But whether directly ordered by a president or not, the IRS field audit has long been an option that gives new meaning to the term "bully pulpit."

This is very sobering and most if not all will happen in our life time. Enjoy and make the best of the moment - TODAY~

Believe it or not, the following 9 things will disappear in our lifetime. Whether these changes are good or bad depends in part on how we adapt to them. But, ready or not, here they come.

1. The Post Office

Get ready to imagine a world without the post office. They are so deeply in financial trouble that there is probably no way to sustain it long term. Email, Fed Ex, and UPS have just about wiped out the minimum revenue needed to keep the post office alive. Most of your mail every day is junk mail and bills.

2. The Check

Britain is already laying the groundwork to do away with checks by 2018. It costs the financial system billions of dollars a year to process checks. Plastic cards and online transactions will lead to the eventual demise of the check. This plays right into the death of the post office. If you never paid your bills by mail and never received them by mail, the post office would absolutely go out of business.

3. The Newspaper

The younger generation simply doesn't read the newspaper. They

certainly don't subscribe to a daily delivered print edition. That may go the way of the milkman and the laundry man. As for reading the paper online, get ready to pay for it. The rise in mobile Internet devices and e-readers has caused all the newspaper and magazine publishers to form an alliance. They have met with Apple, Amazon, and the major cell phone companies to develop a model for paid subscription services.

4. The Book

You say you will never give up the physical book that you hold in your hand and turn the literal pages. I said the same thing about downloading music from iTunes. I wanted my hard copy CD. But I quickly changed my mind when I discovered that I could get albums for half the price without ever leaving home to get the latest music. The same thing will happen with books. You can browse a bookstore online and even read a preview chapter before you buy. And the price is less than half that of a real book. And think of the convenience! Once you start flicking your fingers on the screen instead of the book, you find that you are lost in the story, can't wait to see what happens next, and you forget that you're holding a gadget instead of a book.

5. The Land Line Telephone

Unless you have a large family and make a lot of local calls, you don't need it anymore. Most people keep it simply because they've always had it. But you are paying double charges for that extra service. All the cell phone companies will let you call customers using the same cell provider for no charge against your minutes

6. Music

This is one of the saddest parts of the change story. The music industry is dying a slow death. Not just because of illegal downloading. It's the lack of innovative new music being given a chance to get to the people who would like to hear it. Greed and corruption is the problem. The record labels and the radio conglomerates are simply self-destructing. Over 40% of the music purchased today is "catalogue items," meaning traditional music that the public is familiar with. Older established artists. This is also true on the live concert circuit. 7. Television

Revenues to the networks are down dramatically. Not just because of the economy. People are watching TV and movies streamed from their computers. And they're playing games and doing lots of other things that take up the time that used to be spent watching TV. Prime time shows have degenerated down to lower than the lowest common denominator. Cable rates are skyrocketing and commercials run about every 4 minutes and 30 seconds. I say good riddance to most of it. It's time for the cable companies to be put out of our misery. Let the people choose what they want to watch online and through Netflix.

8. The "Things" That You Own

Many of the very possessions that we used to own are still in our lives, but we may not actually own them in the future. They may simply reside in "the cloud." Today your computer has a hard drive and you store your pictures, music, movies, and documents. Your software is on a CD or DVD, and you can always re-install it if need be. But all of that is changing. Apple, Microsoft, and Google are all finishing up their latest "cloud services." That means that when you turn on a computer, the Internet will be built into the operating system. So, Windows, Google, and the Mac OS will be tied straight into the Internet. If you click an icon, it will open something in the Internet cloud. If you save something, it will be saved to the cloud. And you may pay a monthly subscription fee to the cloud provider. In this virtual world, you can access your music or your books, or your whatever from any laptop or handheld device. That's the good news. But, will you actually own any of this "stuff" or will it all be able to disappear at any moment in a big "Poof?" Will most of the things in our lives be disposable and whimsical? It makes you want to run to the closet and pull out that photo album, grab a book from the shelf, or open up a CD case and pull out the insert.

9. Privacy

If there ever was a concept that we can look back on nostalgically, it would be privacy. That's gone. It's been gone for a long time anyway. There are cameras on the street, in most of the buildings, and even built into your computer and cell phone. But you can be sure that 24/7, "They" know who you are and where you are, right down to the GPS coordinates, and the Google Street View. If you buy something, your habit is put into a zillion profiles, and your ads will change to reflect those habits. "They" will try to get you to buy something else. Again and again.

All we will have left that can't be changed are "Memories."

And then probably Alzheimer's will take that away from you to!

Orth Road bridge project in danger of further delay | Belvidere Daily Republican

Members of the county’s roads and capital improvements committee learned May 7 that a contract for the work can’t be awarded until after the endangered spike mussels – should any be found in Beaver Creek – are relocated….

instead of awarding the contract in August it could be as late as November, meaning the work would not be done this year. The letter, he said, stated IDOT and the state Department of Natural Resources were just following policy.

Committee members agreed a letter should be sent to those agencies, asking to expedite the process

New Boone County Veterans Commission plans to open June first | Belvidere Daily Republican

Greg Kelm, president of the commission’s 10-member board of directors, appeared before the finance committee with the request for $25,000.

He said he couldn’t give the committee a business plan or how much money the commission would need each month. “We don’t know how many veterans will come through the door,” he said.

Davis’ first paycheck will be cut June 15, with the other immediate need being office supplies. Office rent is $300 a month.

Kelm assured the county that the commission would “provide a (financial) report every month. We will show where every dime has gone. We will be very transparent.”

There is a 10-member board of directors and committee member Cathy Ward asked if board meetings were open to the public?

Kelm answered, “No.”

school’s kitchen will be undergoing renovations this summer

Secondly, there appears to be a degree of opposition to having the kitchen at the school.

Capron Village President-elect Ken Grzybowski questioned the idea of people “who don’t belong in a school” being allowed to be there. “I think it’s a bad idea all-around,” he said, adding that the village initially was not aware of the proposal.

A point in time survey conducted Feb. 23 showed 177 homeless living in Boone County. Of that number, 60 were “literally homeless,” and found to be living in their cars and in abandoned buildings. Of the 60, a “disproportionate number” were found in Capron.

IRS apologizes for inappropriately targeting conservative political groups in 2012 election - The Washington Post

Lerner said the practice was initiated by low-level workers in Cincinnati and was not motivated by political bias. After her talk, she told The AP that no high level IRS officials knew about the practice. She did not say when they found out.

About 75 groups were inappropriately targeted. None had their tax-exempt status revoked, Lerner said.

Many conservative groups complained during the election that they were being harassed by the IRS. They accused the agency of frustrating their attempts to become tax exempt by sending them lengthy, intrusive questionnaires.

Researchers at Lincoln Park Zoo and Northern Illinois University have discovered a new culprit contributing to amphibian decline and altered mammal distribution throughout the Midwest region – the invasive plant European buckthorn.

This non-native shrub, which has invaded two-thirds of the United States, has long been known to negatively impact plant community composition and forest structure.
