Belvidere could return $27K to taxing bodies - Rockford, IL - Rockford Register Star

 

The city is projected to return $27,000 worth of tax increment financing district money to the taxing bodies.

The issue was three-fold: leaders started discussing how to allocate the money too late, aldermen got caught up in political games and Mother Nature made it difficult for developers to work

Comptroller candidates seek more transparency for TIF districts

 

State Rep. David Miller, who is challenging Republican Judy Baar Topinka, said the public needs more information about tax increment financing or TIF districts to assess whether they are benefiting local communities.

Under his plan, the state comptroller would launch an online database to help the public understand how each of the 1,000 TIF districts are operating in the state.

Topinka also has proposed an online database aimed at giving Illinoisans more information about state government.

University of Illinois 2000 study finds that municipalities without TIFs grow faster

 

a study released in 2000 by the Institute and Public Affairs at the University of Illinois, based on an analysis of 235 municipalities in the metropolitan Chicago region, found that cities, towns and villages that had TIF districts actually grew slower than those municipalities that did not have TIF districts.

Moline seeks TIF pact with school - Quad Cities Online

This article tells a great many things regarding the relationship between local government and school districts.  It “can” be a very different give and take relationship than we have here in Boone County.  Note how Moline inspects school building projects that does not happen in Boone County.

Schaumburg Sales Tax Rollback Effort Presents 1,250+ Signatures to Village Board

Old news but it tells us so much about the tax situation and municipal expenditures. 

Schaumburg –At the October 27th, 2009 Schaumburg Village Board meeting the Schaumburg Freedom Coalition will present to Mayor Al Larson and the Village Trustees over 1,250 signatures from local residents in support of reducing Schaumburg’s home rule sales taxes which contribute to a 12% total bar and restaurant tax—the highest tax of its kind in the United States—and its 10% retail tax, which is second only to the City of Chicago.

The advisory petition seeks to reduce Schaumburg’s home rule sales tax 1 percentage point, and the home rule food & beverage tax 2 percentage points, resulting in a 9% retail sales tax for both …..

“Salaries are getting out of control in the Village. A recent Freedom of Information Act Request by the Schaumburg Freedom Coalition revealed that the number of Village employees making over $100,000 per year (not including health & retirement benefits) has grown from 30 in 2005 to 110 in 2008. Initially, when I confronted the Mayor, Village Board Meeting not a single Village official was even aware of the dramatic increase.

Tax districts to consider revoking agreement with Target Distribution Center

It looks like DeKalb is going to carry out proper oversight over this tax incentive.

 target_store.jpgThe agreement gave Target a five-year property tax abatement for its distribution center in Park 88, in which 90 percent of taxes would not be collected the first full tax year after the building began operations, 80 percent the second year, 70 percent the third year, 60 percent the fourth year and 50 percent the fifth year.
As part of the deal, Target was to employ at least 500 full-time workers at the distribution center through Nov. 1, 2009. In property tax year 2009, 434 people were employed, and city officials want to repeal the agreement for that tax year, thus getting the full amount of property taxes paid
