Boone County to sell approximately $6 million in Recovery Zone Bond Authority to Navistar

At tonight’s Boone County’s Finance Committee meeting, the subcommittee recommended that the County Board allocate the county’s Recovery Bonds to Navistar.  Approximately $7,600 will be paid to the county by Navistar for this action.  The following is an explanation of what will be happening with the funds.  It is sad that no corporation with jobs closer to Boone County could not use the funds.

new law sponsored by State Sen. A.J. Wilhelmi (D-Joliet) earlier this year has played a vital role in Navistar's decision to keep their corporate headquarters in Illinois

Wilhelmi's initiative allows a county or municipality to voluntarily waive all or a portion of their authorized allocations of Recovery Zone Economic Development Bonds, Recovery Zone Facility Bonds, or Qualified Energy Conservation Bonds, to the Illinois Finance Authority (IFA). By doing so, IFA can pool the respective bond allocations and make the larger sum available for larger projects outside of those communities as only IFA has statewide jurisdiction.

On Tuesday[9-14-2010], the Illinois Finance Authority voted unanimously in favor of awarding $145 million in Recovery Zone Facility Bonds to Navistar International Corporation…will provide low-interest financing to purchase, renovate, equip, and construct additions to nine existing buildings located on an approximately 87 acre site in Lisle, as well as finance leasehold improvements and equipment related to expanding a warehouse facility in Joliet to nearly 338,000 square

bond allocation was made available when Elgin, Joliet, Naperville, Rockford, Douglas County, DuPage County, Henry County, Kankakee County, and Winnebago County, among others, offered some or all of their respective bond allocations for Navistar's use. It is expected that more counties and municipalities will offer their bond allocations for the project as Recovery Zone bonds are set to sunset at the end of the calendar year.

Governor Quinn’s capital bill digs Illinois into a $31 billion fiscal hole at a time the state can ill afford to take on additional debt. Far from being an investment in the state’s future, the bill’s expenditures are little more than a series of projects that at best should be postponed; at worst, they are simply handouts and earmarks. The state cannot afford to keep spending money it does not have—whether on regular appropriations or capital bills. Eventually, the bills will come due, and taxpayers will have to send more of their hard-earned money to government coffers.

2010 fair operated "in the black" and although there may have been some challenges the fair board reflects on the event as another success

When asked about the recent questions and comments after this year’s fair about the decision to again not offer a beer garden and about the number of booths that were sponsored by either a church or a politician, Henninger said, "We have never suffered from the lack of alcohol at the fair or because some of the local churches chose to offer a place to sit and a cool drink to those needing one. As to the politicians, we are grateful to have elected officials interested in meeting and talking to their constituents."

The Beautiful Freeport Parks are Even Prettier if You're a Lawyer or Banker

Interesting blog posting concerning the Freeport Park District. 

Once the Freeport Park District approves these bonds they can then levy a special tax, without rate or limit, against the district's property tax payers. In 2005 (the last year Tutty has official records of) the "Bond and Interest" portion of the Park District's property tax levy amounted to almost forty-cents per hundred dollars of assessed value on property tax bills and represents nearly half of the Park District's property tax levy.
For the record, in 2005(the last year Tutty has official records of) the Freeport Park District levied just 4% less than the City of Freeport. And the City of Freeport must pay all the cops, firemen and street department crews with their property tax levy. Clearly, the Freeport Park District is collecting far too much money in these hard times, hard times for everyone but them.

DeKalb County, library reach agreement on Open Meetings Violation | Daily Chronicle

The DeKalb County State's Attorney and the DeKalb Public Library reached an agreement in court today resolving a violation of the Open Meetings Act by the library board in May.

Under the terms of the agreement, the library is ordered to abide by the Open Meetings Act in the future, conduct periodic training for staff and trustees in the requirements of the act, and make the minutes of the board's closed session of May 12 public within three days.
