WINNEBAGO CO (WREX) — The Winnebago County Health Department announced 64 more positive cases of the virus and one new death on Friday.

So far, 59 people have died from the coronavirus in the county. More than 60% of those deaths were in congregate settings.

Boone and Whiteside Counties each reported one additional death.

While Winnebago County has now had 2,126 positive cases of COVID-19, 687 of those cases have recovered.

Winnebago County has tested more than 20,000 people since the pandemic began.

The Illinois Department of Public Health announced 1,622 new cases and 86 additional deaths.

CHICAGO (WGEM) — Illinois Gov. J.B. Pritzker announced the end of the Stay at Home executive order on Friday, and introduced a new "Community Recovery" order.

The governor said the Community Recovery order reflects the changes in Phase 3 of the Restore Illinois plan.[SEE BELOW]

The new order will limit groups to no more than 10 people and require facial coverings in public.

The governor also announced the extension of the rent moratorium during Phase 3.

WHAT THIS PHASE LOOKS LIKE The rate of infection among those surveillance tested is stable or declining. COVID-19-related hospitalizations and ICU capacity remains stable or is decreasing. Face coverings in public continue to be required. Gatherings of 10 people or fewer for any reason can resume. Select industries can begin returning to workplaces with social distancing and sanitization practices in place. Retail establishments reopen with limited capacity, and select categories of personal care establishments can also begin to reopen with social distancing guidelines and personal protective equipment. Robust testing is available along with contact tracing to limit spread and closely monitor the trend of new cases. WHAT’S OPEN Gatherings: All gatherings of 10 people or fewer are allowed with this limit subject to change based on latest data & guidance Travel: Travel should follow IDPH and CDC approved guidance Health Care: All health care providers are open with DPH approved safety guidance Education and child care: Remote learning in P-12 schools and higher education; Limited child care and summer programs open with IDPH approved safety guidance Outdoor recreation: State parks open; Activities permitted in groups of 10 or fewer with social distancing

Businesses:

• Manufacturing: Non-essential manufacturing that can safely operate with social distancing can reopen with IDPH approved safety guidance

• “Non-essential” businesses: Employees of “non-essential” businesses are allowed to return to work with IDPH approved safety guidance depending upon risk level, tele-work strongly encouraged wherever possible; Employers are encouraged to provide accommodations for COVID-19-vulnerable employees

• Bars and restaurants: Open for delivery, pickup, and drive through only

• Personal care services and health clubs: Barbershops and salons open with IDPH approved safety guidance; Health and fitness clubs can provide outdoor classes and one-on-one personal training with IDPH approved safety guidance

• Retail: Open with capacity limits and IDPH approved safety guidance, including face coverings HOW WE MOVE TO THE NEXT PHASE Cases and Capacity:

The determination of moving from Phase 3 to Phase 4 will be driven by the COVID-19 positivity rate in each region and measures of maintaining regional hospital surge capacity. This data will be tracked from the time a region enters Phase 3, onwards.

• At or under a 20 percent positivity rate and increasing no more than 10 percentage points over a 14-day period, AND

• No overall increase (i.e. stability or decrease) in hospital admissions for COVID-19-like illness for 28 days, AND

• Available surge capacity of at least 14 percent of ICU beds, medical and surgical beds, and ventilators Testing: Testing available in region regardless of symptoms or risk factors Tracing: Begin contact tracing and monitoring within 24 hours of diagnosis for more than 90% of cases in region

WHAT COULD CAUSE US TO MOVE BACK IDPH will closely monitor data and receive on-the-ground feedback from local health departments and regional healthcare councils and will recommend moving back to the previous phase based on the following factors: • Sustained rise in positivity rate • Sustained increase in hospital admissions for COVID-19 like illness • Reduction in hospital capacity threatening surge capabilities • Significant outbreak in the region that threatens the health of the region

WINNEBAGO CO (WREX) — The Winnebago County Health Department announced 64 more positive cases of the virus and one new death on Friday.

So far, 59 people have died from the coronavirus in the county. More than 60% of those deaths were in congregate settings.

Boone and Whiteside Counties each reported one additional death.

While Winnebago County has now had 2,126 positive cases of COVID-19, 687 of those cases have recovered.

Winnebago County has tested more than 20,000 people since the pandemic began.

The Illinois Department of Public Health announced 1,622 new cases and 86 additional deaths.

How Vietnam managed to keep its coronavirus death toll at zero

(CNN)When the world looked to Asia for successful examples in handling the novel coronavirus outbreak, much attention and plaudits were paid to South Korea, Taiwan and Hong Kong.

But there's one overlooked success story -- Vietnam. The country of 97 million people has not reported a single coronavirus-related death and on Saturday had just 328 confirmed cases, despite its long border with China and the millions of Chinese visitors it receives each year.

This is all the more remarkable considering Vietnam is a low-middle income country with a much less-advanced healthcare system than others in the region. It only has 8 doctors for every 10,000 people, a third of the ratio in South Korea, according to the World Bank.

After a three-week nationwide lockdown, Vietnam lifted social distancing rules in late April. It hasn't reported any local infections for more than 40 days. Businesses and schools have reopened, and life is gradually returning to normal.

    To skeptics, Vietnam's official numbers may seem too good to be true. But Guy Thwaites, an infectious disease doctor who works in one of the main hospitals designated by the Vietnamese government to treat Covid-19 patients, said the numbers matched the reality on the ground.

    "I go to the wards every day, I know the cases, I know there has been no death," said Thwaites, who also heads the Oxford University Clinical Research Unit in Ho Chi Minh City.

    "If you had unreported or uncontrolled community transmission, then we'll be seeing cases in our hospital, people coming in with chest infections perhaps not diagnosed -- that has never happened," he said.

    So how has Vietnam seemingly bucked the global trend and largely escaped the scourge of the coronavirus? The answer, according to public health experts, lies in a combination of factors, from the government's swift, early response to prevent its spread, to rigorous contact-tracing and quarantining and effective public communication.

    Acting early

    Vietnam started preparing for a coronavirus outbreak weeks before its first case was detected.

    At the time, the Chinese authorities and the World Health Organization had both maintained that there was no "clear evidence'' for human-to-human transmission. But Vietnam was not taking any chances.

    "We were not only waiting for guidelines from WHO. We used the data we gathered from outside and inside (the country to) decide to take action early," said Pham Quang Thai, deputy head of the Infection Control Department at the National Institute of Hygiene and Epidemiology in Hanoi.

    By early January, temperature screening was already in place for passengers arriving from Wuhan at Hanoi's international airport. Travelers found with a fever were isolated and closely monitored, the country's national broadcaster reported at the time.

    By mid-January, Deputy Prime Minister Vu Duc Dam was ordering government agencies to take "drastic measures" to prevent the disease from spreading into Vietnam, strengthening medical quarantine at border gates, airports and seaports.

    On January 23, Vietnam confirmed its first two coronavirus cases -- a Chinese national living in Vietnam and his father, who had traveled from Wuhan to visit his son. The next day, Vietnam's aviation authorities canceled all flights to and from Wuhan.

    As the country celebrated the Lunar New Year holiday, its Prime Minister Nguyen Xuan Phuc declared war on the coronavirus. "Fighting this epidemic is like fighting the enemy," he said at an urgent Communist Party meeting on January 27. Three days later, he set up a national steering committee on controlling the outbreak -- the same day the WHO declared the coronavirus a public health emergency of international concern.

    On February 1, Vietnam declared a national epidemic -- with just six confirmed cases recorded across the country. All flights between Vietnam and China were halted, followed by the suspension of visas to Chinese citizens the next day.

    Over the course of the month, the travel restrictions, arrival quarantines and visa suspensions expanded in scope as the coronavirus spread beyond China to countries like South Korea, Iran and Italy. Vietnam eventually suspended entry to all foreigners in late March.

    Vietnam was also quick to take proactive lockdown measures. On February 12, it locked down an entire rural community of 10,000 people north of Hanoi for 20 days over seven coronavirus cases -- the first large-scale lockdown known outside China. Schools and universities, which had been scheduled to reopen in February after the Lunar New Year holiday, were ordered to remain closed, and only reopened in May.

    Thwaites, the infectious disease expert in Ho Chi Minh City, said the speed of Vietnam's response was the main reason behind its success.

    "Their actions in late January and early February were very much in advance of many other countries. And that was enormously helpful ... for them to be able to retain control," he said.

    Meticulous contact-tracing

    The decisive early actions effectively curbed community transmission and kept Vietnam's confirmed cases at just 16 by February 13. For three weeks, there were no new infections -- until the second wave hit in March, brought by Vietnamese returning from abroad.

    Authorities rigorously traced down the contacts of confirmed coronavirus patients and placed them in a mandatory two-week quarantine.

    "We have a very strong system: 63 provincial CDCs (centers for disease control), more than 700 district-level CDCs, and more than 11,000 commune health centers. All of them attribute to contact tracing," said doctor Pham with the National Institute of Hygiene and Epidemiology.

    A confirmed coronavirus patient has to give health authorities an exhaustive list of all the people he or she has met in the past 14 days. Announcements are placed in newspapers and aired on television to inform the public of where and when a coronavirus patient has been, calling on people to go to health authorities for testing if they have also been there at the same time, Pham said.

    When the Bach Mai hospital in Hanoi, one of the biggest hospitals in Vietnam, became a coronavirus hotspot with dozens of cases in March, authorities imposed a lockdown on the facility and tracked down nearly 100,000 people related to the hospital, including medics, patients, visitors and their close contacts, according to Pham.

    "Using contact-tracing, we located almost everyone, and asked them to stay home and self quarantine, (and that) if they have any symptoms, they can visit the health centers for free testing," he said.

    Authorities also tested more than 15,000 people linked to the hospitals, including 1,000 health care workers.

    Vietnam's contact-tracing effort was so meticulous that it goes after not only the direct contacts of an infected person, but also indirect contacts. "That's one of the unique parts of their response. I don't think any country has done quarantine to that level," Thwaites said.

    All direct contacts were placed in government quarantine in health centers, hotels or military camps. Some indirect contacts were ordered to self isolate at home, according to astudy of Vietnam's Covid-19 control measures by about 20 public health experts in the country.

    As of May 1, about 70,000 people had been quarantined in Vietnam's government facilities, while about 140,000 had undergone isolation at home or in hotels, the study said.

    The study also found that of the country's first 270 Covid-19 patients, 43 percent were asymptomatic cases -- which it said highlighted the value of strict contact-tracing and quarantine. If authorities had not proactively sought out people with infection risks, the virus could have quietly spread in communities days before being detected.

    Public communication and propaganda

    From the start, the Vietnamese government has communicated clearly with the public about the outbreak.

    Dedicated websites, telephone hotlines and phone apps were set up to update the public on the latest situations of the outbreak and medical advisories. The ministry of health also regularly sent out reminders to citizens via SMS messages.

    Pham said on a busy day, the national hotlines alone could receive 20,000 calls, not to count the hundreds of provincial and district-level hotlines.

    The country's massive propaganda apparatus was also mobilized, raising awareness of the outbreak through loudspeakers, street posters, the press and social media. In late February, the health ministry released a catchy music video based on a Vietnamese pop hit to teach people how to properly wash their hands and other hygiene measures during the outbreak. Known as the "hand-washing song," it immediately went viral, so far attracting more than 48 million views on Youtube.

    Thwaites said Vietnam's rich experience in dealing with infectious disease outbreaks, such as the SARS epidemic from 2002 to 2003 and the following avian influenza, had helped the government and the public to better prepare for the Covid-19 pandemic.

      "The population is much more respectful of infectious diseases than many perhaps more affluent countries or countries that don't see as much infectious disease -- Europe, the UK and the US for example," he said.

      "The country understands that these things need to be taken seriously and complies with guidance from the government on how to prevent the infection from spreading."

      Latin America emerges as COVID-19 hotspot

      As the coronavirus pandemic grips Mexico, thousands of vehicles a day are still crossing the border with the U.S. -- despite a ban on nonessential travel.

      Lines of traffic that stretch for miles can be seen in Tijuana, Mexico, with essential workers traveling to jobs in the U.S. and dual citizens and even sick American retirees crossing to San Diego for treatment.

      There are a few health checks.

      U.S border officials look for signs of illness and may take temperatures if they think it's necessary, but there are concerns that the virus is moving back and forth across the border.

      The number of COVID-19 cases are way up just across the border in California's San Diego County.

      Health care professionals at Scripps Mercy Hospital in Southern California told ABC News that roughly 48% of their patients had crossed the border in recent weeks.

      "Talking to the people on the wards is that there seems to be a lot either living or working on both sides of the border," said Dennis Amundson, director of the intensive care unit at Scripps Mercy.


      Scripps Hospital System told ABC News recently that it was sending patients to hospitals in the northern part of the county because there are too many in their wards in southern San Diego County.

      Many have been U.S. citizens who live on the Mexican side of the border, but work in the U.S., the hospital said.

      Meanwhile, in Mexico, the number of deaths due to coronavirus has been rising relentlessly.

      ABC News watched large funerals for coronavirus victims with no apparent social distancing. There are currently more than 8,500 deaths due to the virus in Mexico. The group Mexicans Against Corruption and Impunity released a report in mid-May saying the actual total might be as much as three times higher.

      On Thursday, President Donald Trump said during a briefing that the U.S. was sending ventilators to Mexico, as well as Brazil, which he noted had also been hit hard by COVID-19.

      Brazil is projected to have 125,833 deaths by Aug. 4, according to the University of Washington's Institute for Health Metrics and Evaluation.

      "Mexico is having a very, very hard time, as you know, with COVID, especially along the border, with Tijuana and various places along the border," Trump said during Thursday's briefing.

      Trump said Mexico had a "record" number of COVID-19 cases -- though it's unclear what record he was referring to as the U.S. leads globally in most deaths and cases -- and "sadly" the highest number could be found along Mexico’s border with the U.S.

      "Fortunately we have brand-new wall along there, and the wall is saving us," Trump said, apparently referring to a new portion constructed in September 2019.

      It’s easy to assume COVID-19 cases will go down after lockdown orders lift across the country, but, unfortunately, the data suggests otherwise. New hot spots of COVID-19 are emerging across the U.S.

      Select areas in California, Wisconsin, Arkansas and more are seeing spikes in cases, and some areas are even reporting the highest numbers they’ve seen since the pandemic hit the U.S. Here are a few areas to keep an eye on and what to do if you live there.

      Alabama

      Confirmed COVID-19 cases have surged in Alabama, reaching an all-time high this week, nearly two weeks after the state reopened. The numbers are startling: The state has had 400 new cases five times in the past seven days. “We’ve had this week a couple of the highest days we’ve seen in number of cases, and that’s certainly concerning to us,” State health officer Dr. Scott Harris said, according to AL.com. As of Friday afternoon, Alabama had 16,588 confirmed cases of COVID-19.

      Arkansas

      Arkansas has seen a consistent rise in cases over the past 30 days, according to data from the Arkansas Department of Health. Currently, there are 1,830 active cases of COVID-19 in the state. The infection rate is also steadily climbing and is now at 5.5 percent. Throughout the course of the pandemic, Arkansas Gov. Asa Hutchinson did not issue a statewide stay-at-home order.

      California

      The state has seen a 25 percent increase in confirmed cases in the past 14 days, according to data tracking website COVID Exit Strategy as of Thursday evening. Sonoma County, which was the first to reopen in the state, has reported 203 new cases of the virus in the past 14 days and doubling its case rate during that time, according to the Los Angeles Times. Similar situations are being seen in other areas of the state, and some public health officials have walked back some previously loosened guidelines, the Times reports. In California, there are 103,886 confirmed cases as of Thursday, according to the California Department of Public Health.

      North Carolina

      This state has seen a 40 percent increase in cases over the past two weeks, according to COVID Exit Strategy data from Thursday evening. North Carolina Gov. Roy Cooper said in a press briefing this week that he’s “concerned” after the state had some of its highest numbers in COVID-linked hospitalizations and deaths since the pandemic began. As of Friday morning, there are 26,488 laboratory-confirmed COVID-19 cases in the state, according to the North Carolina Department of Health and Human Services.

      Virginia

      Cases of the virus continue to spike in the state, and it looks like it could get worse before it gets better. Data from the New York Times suggests select metropolitan areas in Virginia, such as Roanoke and Charlottesville, are just days away from reaching new highs in cases. There are 40,477 confirmed cases of COVID-19 as of Friday, according to the Virginia Department of Public Health.

      Wisconsin

      On May 14, Wisconsin’s Supreme Court struck down the state’s stay-at-home order, ruling that state officials had not followed the proper protocol for creating the limits for state residents. There are currently 16,974 confirmed cases in the state as of Friday, according to the Wisconsin Department of Health Services. The state just saw its highest single-day increase in confirmed COVID-19 cases and deaths this week, according to data from the New York Times.

      The story is the same in several states and metropolitan areas across the country, and public health experts aren’t exactly shocked. “It’s to be expected,” Dr. Amesh A. Adalja, senior scholar at the Johns Hopkins Center for Health Security, tells Yahoo Life.

      In some areas, public health officials are scaling back measures to reopen, while others are not, putting a lot of the public safety responsibility on individuals.

      Steps you can take to stay safe

      It’s very important to be informed about your local data, Ryan Panchadsaram, former U.S. deputy chief technology officer at the White House during the Obama administration and co-founder of COVID Exit Strategy, tells Yahoo Life. He and other public health and crisis experts with experience stemming from their work at the White House and the Department of Health and Human Services and on the Ebola epidemic in West Africa, joined forces to create COVID Exit Strategy with the goal of tracking “each state’s progress toward stopping the spread of COVID-19,” he says.

      The website originally was formed after he and his colleagues had trouble seeing which states were following the criteria the White House had set for reopening. “We hope the site is useful for state leaders and those who can help influence state leaders — like the public — to get a better understanding of how their state is doing,” he says. “They can use the site to compare themselves to neighbor states and adopt the policies and practices that are working.”

      Experts urge caution if you live in one of the areas with rising cases. “If you live in one of those areas, it will be important to be cognizant of the heightened risk, and if you are trying to minimize your risk to exposure, social-distance as best as possible,” Adalja says. “Older people and people with underlying illnesses should be especially conservative,” Dr. William Schaffner, an infectious disease specialist and professor at the Vanderbilt University School of Medicine, tells Yahoo Life.

      For everyone, Schaffner stresses the importance of practicing known methods of preventing the spread of COVID-19 — engaging in social distancing, practicing good hand hygiene and wearing a mask in public. And if COVID-19 cases are currently on the decline in your area, Schaffner urges awareness that they still could go up again. “No area is immune. Case levels won’t stay flat everywhere, even under the best circumstances,” he says.

      WINNEBAGO CO (WREX) — The Winnebago County Health Department announced 64 more positive cases of the virus and one new death on Friday.

      So far, 59 people have died from the coronavirus in the county. More than 60% of those deaths were in congregate settings.

      Boone and Whiteside Counties each reported one additional death.

      While Winnebago County has now had 2,126 positive cases of COVID-19, 687 of those cases have recovered.

      Winnebago County has tested more than 20,000 people since the pandemic began.

      The Illinois Department of Public Health announced 1,622 new cases and 86 additional deaths.

      Pritzker lifts all restrictions on Illinois churches after Supreme Court challenge

      CHICAGO, Ill. (WTVO/WGN) — Gov. JB Pritzker has lifted all restrictions on churches in the state after challenge by the U.S. Supreme Court, and has issued a set of guidelines instead.

      Former Chicago mayoral candidate, community activist and businessman Dr. Willie Wilson sent a letter to Washington, D.C. to enlist the support of President Trump and Attorney General William Barr in the dispute regarding houses of worship.

      In the letter, Wilson complained about Mayor Lightfoot and the citations the city issued and disorderly conduct charges filed against the churches.

      Wilson said that if places that sell alcohol are allowed to be considered essential services, so should churches.

      “The problem with the mayor and also the governor is that they put themselves above the law,” said Wilson. “And I understand this Sunday, they were supposed to give a ticket to the people who come to service. This is not China or the Soviet Union. This is America where we have rights.”

      Wilson has offered to pay those fines.

      U.S. Supreme Court Justice Brett Kavanaugh ordered Pritzker to respond to the churches by 8 p.m. Thursday.

      Just hours before, the Illinois Department of Public Health issued a set of guidelines for churches, none of which are mandatory.

      The guidelines encourage churches to avoid in-person activity and continue to hold remote services, or allow congregants to meet outdoors.
