Cathy Ward, member of the Boone County Finance, Taxation and Salaries Committee has criticized the county board of health for raising employee salaries between 13.9 and 55.7 percent.
Cathy Ward, who’s also on the county board, read from a lengthy statement at the committee’s Oct. 8 meeting. She said she was “stunned that any board in today’s economy would grant such salary hikes …”
“I thought it must be a mistake,” she continued. “A few days later I went back to double check the amount and found there was no mistake. Then I started to get phone calls from former employees and other who were equally stunned, disturbed and angry. I received another one this morning.

BELVIDERE – Boone County Board of Health officials have confirmed a Sept. 3 decision to give salary increases to nine employees, effective Sept. 1.
That occurred after two executive sessions, the first one being part of an emergency meeting of the board’s finance committee held at noon Oct. 3. The agenda initially called for a discussion of the 2013-14 budget, but the closed session was added at 9:37 a.m. that day.
Health department Administrator Cynthia Frank said the addition did not have to meet the 48-hour notification requirement because it was an emergency meeting.
After the committee gathered at noon member Allen Sisson asked that the executive session, which was second on the agenda, be taken up first. He said the sole purpose would be to discuss the Sept. 3 “market adjustment,” and that some individual salaries would be discussed. Beyond that, he said the topic would be germain to the new budget.
The private meeting convened shortly after noon and ended an hour and 30 minutes later. State’s attorney Michelle Courier joined committee members in the meeting.
When the executive session broke shortly after 1:30 p.m. committee members Kathleen Taylor, Jim Cox and Sisson left the building together. Cox said no action had been taken when the committee reconvened publicly.
The full board of health met at noon Monday (Oct. 7), also as an emergency, with an executive session the only item on the agenda. Board President Kent Hess, M.D., said the purpose of the meeting was to discuss specific employee salaries. He, Frank and six board members were the only ones allowed to remain in the room.
No to Thornberry
Health board member Ron Wait, who’s also a member of the county board, arrived a few minutes after the meeting began. He saw another county board member, Marion Thornberry, who had been asked to leave the room, and said he would ask if Thornberry would be allowed to attend. He didn’t return and said afterward the board had agreed Thornberry, a critic of the health department, should not be at the meeting.
The executive session lasted less than one hour, with the board convening publicly and voting to confirm the previous action of Sept. 3.

Effective with the new fiscal year Boone County was required to post all IMFR employees whose benefit cost and salary exceed $75,000. The county administrator has decided to make available all employees salary and benefit cost. This list is available at the reception area of county administration and soon on the county website.

County budget shows recession still strong

The budget being presented to the DeKalb County Board this week is roughly $11 million less than last year’s as officials try to navigate through a continuing recession.
The $79 million budget for next year comes at a cost to many county departments, but as proposed, residents should see no increase in property tax bills for county expenses.
The county has proposed using $900,000 in reserves, which would lower the balance of the reserve fund to $9.1 million by the end of fiscal year 2012. The reserve balance would be at 34 percent of expenses, which is just above the county’s outside auditor’s recommendation of 25-30 percent. Because of that, County Administrator Ray Bockman said the county would be able to use the reserves at a similar level in 2013 if needed, but would then have to make a decision.
The assessed value for the county is expected to decline by 5.7 percent and the value of an average $200,000 home is projected to plummet to $186,000…..
The MAP – sheriff’s officers union – has an arbitrated settlement that offers a 6.1 percent salary increase. The Sycamore Campus and Highway Department AFSCME Union will get 2 percent increases in January and July while the Health Department AFSCME Union will get a 3 percent increase in January and 2 percent increase in July. Non-union employees will get a 1.5 percent increase in January.
