RAMP OPENINGS SCHEDULED AT NEW FULL-ACCESS IRENE ROAD INTERCHANGE  ON THE JANE ADDAMS MEMORIAL TOLLWAY (I-90) $13 million interchange improvements complete, new ramps open 

DOWNERS GROVE, IL – The Illinois Tollway is completing the $13 million Irene Road Interchange Project on the Jane Addams Memorial Tollway (I-90) in Belvidere today with the opening of two new ramps carrying traffic to and from the west.

The new ramps at the all-electronic interchange are scheduled to open by 5 p.m. on Friday, December 18, and toll collection will begin on January 1, 2016. 
The Irene Road Interchange Project included the construction of new ramps to carry traffic to and from the west, coupled with the Tollway’s reconstruction of the Irene Road Bridge completed in 2013 and construction of a new eastbound entrance ramp completed in 2014. The interchange also provides an existing exit ramp for traffic traveling from westbound I-90 to Irene Road. 
“The Illinois Tollway is pleased to open the new ramps at the all-electronic Irene Road Interchange on schedule and provide new access to the Jane Addams Memorial Tollway to our customers,” said Illinois Tollway Executive Director Greg Bedalov. “Built in partnership with Boone County and the city of Belvidere, the full-access interchange is anticipated to provide opportunity for new economic development and employment to the area.” 

The Irene Road Interchange is the fifth, all-electronic interchange on the Tollway's system. The Illinois Tollway’s tolling system supports the highest volume of toll payments in the nation, with more than 87 percent of all toll transactions paid electronically through I-PASS or E-ZPass. 

I-PASS customers experience faster, safer and more convenient commutes and save time and money. I-PASS customers experience safer commutes because drivers are not required to switch lanes to pay cash. They also help reduce pollution by allowing drivers to maintain highway speeds without having to stop at tollbooths.

Toll collection is scheduled to begin on January 1, 2016, on the ramps carrying traffic to and from the west. Tolls for cars with I-PASS will be 55 cents and tolls for trucks will range from $1.70 to $4.50 during daytime hours, with overnight discounts offered. Customers without I-PASS who use the Irene Road Interchange will have seven days to pay their unpaid tolls. The toll rate for cars will be $1.10 for customers who pay their unpaid tolls online at www.illinoistollway.com/tolls-and-i-pass/unpaid-tolls. Tollway customers who would like to pay cash can still do so at the Genoa Road Interchange to the east.

The Irene Road Interchange Project is part of the 15-year, $12 billion capital program, Move Illinois: The Illinois Tollway Driving the Future.

BGA Public Eye: Now agency chairman, Schillerstrom's law firm to end tollway bond work

When Bruce Rauner ran for governor last year, he counted former DuPage County Board Chairman Bob Schillerstrom among those endorsing him.

Schillerstrom hosted a campaign fundraiser that brought in $25,000, gave $1,000 from his own political fund and introduced the future governor to other potential backers.

“I was a supporter of the governor early on,” Schillerstrom said in an interview.

Now Rauner has become a supporter of Schillerstrom, appointing the attorney and fellow Republican to the Illinois State Toll Highway Authority board of directors in May then, this month, naming him chairman of the agency, which oversees billions of dollars in road projects in northern Illinois and controls more than 1,500 government jobs.

 

Schillerstrom’s law firm, Indianapolis-based Ice Miller LLP, has been doing legal work for the tollway system since at least 2008 for which it’s been paid a total of $236,945 over the past several years.

Ice Miller is involved in two current bond deals that could get the firm another $200,000, according to records and interviews.

Schillerstrom said he isn’t directly involved in those deals.

In any case, a tollway spokeswoman said Schillerstrom “will forgo any financial participation from Ice Miller’s work on these transactions.”

Schillerstrom initially said he could indirectly benefit from the tollway business because he’s an equity partner at Ice Miller’s Lisle office and shares in profits. He later said he won’t benefit from the tollway legal work in any way.

 

Ice Miller will continue working on the current bond transactions because “leaving now could stop or delay the deals,” Schillerstrom said.

But agency officials and the firm have agreed that Ice Miller, which has a four-year contract that was to expire in 2017, won’t get future bond work as long as Schillerstrom is on the tollway board “to avoid future conflicts,” a tollway official said.

“We want to make sure there’s no conflict,” Schillerstrom said. “We recognize that, going forward with me on the board, we have to change this.”

His law firm was hired in March to provide legal counsel on the two pending tollway transactions: a $400 million bond sale to help pay for road projects that may include widening the Jane Addams Tollway and the refinancing of $350 million of bonds sold in 2007 and 2008.

The $400 million deal could close as soon as July, with the law firm getting $100,000 in fees, according to the tollway authority. The other deal could close at any time and pay the firm up to $100,000 in fees.

Schillerstrom, who has been with Ice Miller since 2004, said he informed Rauner’s staff before his appointment of the firm’s work for the tollway.

Ice Miller is one of a pool of 10 law firms that provide legal counsel to the tollway on bond offerings and related matters, according to the agency.

Schillerstrom, who was DuPage County Board chairman for 12 years, left the  board in 2010 and since 2012 has been a registered lobbyist with clients that have included an Indiana technology firm and the South Suburban Joint Action Water Agency.

Schillerstrom said he is stepping away from lobbying: “I will not and cannot be a lobbyist if I’m a tollway director.”

As chairman of the tollway board, a position most recently held by Paula Wolff, Schillerstrom is paid $36,077 a year and gets health insurance. That’s in addition to the $119,640 yearly pension he receives from the Illinois Municipal Retirement Fund stemming from his DuPage County government tenure, according to interviews and records.

2015 Capital Program Bringing Improvements Systemwide

The Illinois Tollway is preparing for the 2015 construction season with plans to invest $1.63 billion in improvements throughout the 286-mile system.

This will be the fourth year of the 15-year, $12 billion Move Illinois: the Illinois Tollway Driving the Future Program, delivering the largest year of capital spending in the agency's history with projects to rebuild 310 lane miles, repair 122 bridges and build or improve 20 interchanges.

Highlights of the 2015 capital program include:

  • Investing $839.6 million for the Jane Addams Memorial Tollway (I-90) Rebuilding and Widening Project to start construction of the new, wider roadway from Elgin to the Tri-State Tollway (I-294). Learn more.
  • Investing $319.8 million to continue the $3.4 billion Elgin O'Hare Western Access Project, including completion of the new Illinois Route 390 from Lake Street (U.S. Route 20) to Rohlwing Road, and the start of work to extend the new roadway east to Illinois Route 83. Learn more.

Boone leaders approve land purchase for Irene Road interchange - News - Rockford Register Star - Rockford, IL

These are estimates only, so exact figures should be slightly different. And the expenditures are contingent upon a number of things occurring not merely the approval of the City of Belvidere.—Bill P

The Boone County Board voted 10-2 Wednesday night to spend up to $400,000, in partnership with the city of Belvidere, for the appraisal work, land purchase and environmental study needed to complete the northwest leg of the Interstate 90 and Irene Road interchange.
Board members Kenny Freeman and Cathy Ward voted against the measure. Freeman said although he’s not against the project, his constituents do not want taxpayer dollars to foot the bill.

The agreement passed by the county board is contingent on a positive vote from the Belvidere City Council, which will discuss the “purchase or sale of real property” in executive session during its Nov. 25 committee meeting, ….

Boone voters might have a say on $12M for Irene Road I-90 exit - Rockford, IL - Rockford Register Star

This seems highly unlikely to me.  The closest scheduled election is the March primary and much of the decision regarding tollway exits must be done soon.—BILL PYSSON

That’s why Ward is pushing for an advisory referendum. Before the city and county commit to spending millions on this project, she said, leaders should make sure their constituents are willing to do whatever it takes to foot the bill.

“It’s time that we really go back and ask the people what they think. It’s time that we start listening to the majority of the people rather than a handful.”

Development and the Irene Road Interchange

In the coming weeks there will be meetings and discussions concerning the purchase of land and paying the Tollway part of the expenses for a full interchange. 

Many will be quoting the Hanson Study and the Rockford Register Star article [http://www.rrstar.com/news/x1503807470/Boone-tollway-land-swap-may-give-Irene-Road-an-I-90-ramp]regarding good paying permanent jobs that the interchange will bring.  I think it is imperative that the public is aware of what the Hansen Study said and did not say.  For that reason, I am reposting the Hansen study.

The last paragraph of the Rockford REGISTER STAR article states: 

“An economic impact study in 2010 by Hanson Professional Services estimated a full interchange would create up to 18,350 jobs within a mile of the project and add $2.4 billion a year to the economy, 20 years after completion”

This is very misleading—See page 3 of Hanson Report above:  “The study does not attempt to answer whether development will or will not occur”….The study is based upon the assumption that development will occur”  Read on what other factors are key to development.

The assumption of development is reiterated on Page 5.  Note also that the impact results are based upon a continuation of the demographics of 2008.

Illinois Tollway agrees to spare Johnson Road bridge over I-90 | Belvidere Daily Republican

After many weeks of discussions, Spring Township Supervisor Ryan Kufalk said, Monday, the township board was working on a long-term maintenance agreement for the bridge. That’s being done to keep the Tollway from tearing out the bridge and not replacing it, as was originally proposed.

“This seems to be a fair deal for them and for us,” he said. “It will cost them some money and us some money.”

Once the Genoa Road bridge is replaced, work will begin to take out the Johnson Road structure.

Kufalk said Genoa Road should be “up and running’ in December. That means taking out the Johnson Road bridge in the spring and replacing  it by next summer. Work could begin sooner, he said, if there’s a mild winter.

He said he hoped the new bridge would be built of the same quality as the one to be taken out, which required minimal maintenance since being built about 50 years ago.

The Tollway’s general engineering consultant prepared the following cost estimates that the township would have to assume in the future:

  • Year 20 – minor deck repairs. $20,000.
  • Year 40 – moderate deck repairs, $50,000.
  • Year 50 – moderate deck repairs, $50,000.
  • Year 60 – reconstruction of the deck, $850,000

EIGHT LOCAL CROSSROAD BRIDGES SCHEDULED TO CLOSE IN AUGUST FOR JANE ADDAMS MEMORIAL TOLLWAY (I-90) CONSTRUCTION Posted detours will reroute traffic during bridge demolition, reconstruction

DOWNERS GROVE, IL – Eight local crossroad bridges over the Jane Addams Memorial Tollway (I-90) are scheduled to close beginning the week of August 19 for demolition and reconstruction as part of the Illinois Tollway’s $2.2 billion I-90 Rebuilding and Widening Project. The closures are expected to be in place for three months and will have minimal impact on I-90 traffic.

In 2013, the Illinois Tollway is reconstructing the Mill Road, Irene Road, Stone Quarry Road, Genoa Road, Getty Road, Brier Hill Road, Sandwald Road and Powers Road bridges. Detour routes will be posted and electronic message signs will be put in place to alert drivers to the bridge closure dates. Construction project and detour information is also available in the “Projects By Roadway” section in the Construction/Planning section on the Tollway’s website at www.illinoistollway.com.
Full closure of these local crossroad bridges is necessary because the roadways over I-90 are too narrow to accommodate traffic while completing the work. All eight bridges, which were originally built in the 1950s, will be lengthened to accommodate the new, wider I-90 roadway.
The locations and detours for each bridge closure are as follows: Winnebago County

 Mill Road: The detour will direct traffic to use U.S. Route 20, Perryville Road and Newburg Road

in both directions to route around the Mill Road closure. More than 7,000 vehicles use this stretch of local roadway daily.

Boone County
 Irene Road: The detour will direct traffic to use U.S. Route 20, Townhall Road and Graham Road in both directions to route around the Irene Road closure. About 850 vehicles use this stretch of local roadway daily.
 Stone Quarry Road: The detour will direct traffic to use U.S. Route 20, Townhall Road and Graham Road in both directions to route around the Stone Quarry Road closure. About 1,200 vehicles use this stretch of local roadway daily.
 Genoa Road: The detour will direct traffic to use U.S. Route 20, Crystal Parkway, Tripp Road and Cohoon Road in both directions to route around the Genoa Road closure. About 4,100 vehicles use this stretch of local roadway daily.

McHenry County

 Getty Road: The detour will direct traffic to use Harmony Road, Hampshire Road, Melms Road and County Line Road in both directions to route around the Getty Road closure. About 150 vehicles use this stretch of local roadway daily.

 Brier Hill Road: The detour will direct traffic to use Harmony Road and U.S. Route 20 in both directions to route around the Brier Hill Road closure. About 650 vehicles use this stretch of local roadway daily.

Kane County

 Sandwald Road: The detour will direct traffic to use Jim Dhamer Road, Illinois Route 47 and Big Timber Road in both directions to route around the Sandwald Road closure. About 450 vehicles use this stretch of local roadway daily.

 Powers Road: The detour will direct traffic to use Big Timber Road, Illinois Route 72, Higgins Road, Tyrrell Road and Freeman Road in both directions to route around the Powers Road closure. About 600 vehicles use this stretch of local roadway daily.


The local roadway closures were coordinated with DeKalb, Kane, McHenry, Boone and Winnebago counties and the Illinois Department of Transportation, along with local municipalities, townships, school districts and police and fire departments.

The Jane Addams Memorial Tollway (I-90) Rebuilding and Widening Project

The Illinois Tollway is rebuilding and widening 62 miles along the Jane Addams Memorial Tollway (I‐90) as a 21st century, state‐of‐the-art corridor linking Rockford to O’Hare International Airport. The I‐90 corridor from Chicago to Rockford serves nearly 1 million travelers per day.
In 2013, the Illinois Tollway is rebuilding the eastbound lanes between Rockford and Elgin. Work on this segment is scheduled to be completed by the end of 2013, with the westbound lanes scheduled to be rebuilt and widened in 2014. Work on the segment of I-90 from Chicago to Elgin is scheduled for 2014-
2016.

Most of I‐90’s infrastructure is more than 54 years old. Since it was originally built in the 1950s, residential and commercial growth have strained parts of I‐90 beyond its capacity, increasing delays and weakening economic activity. The I-90 Rebuilding and Widening Project will deliver a dramatic
facelift to I-90, with eight lanes from the Kennedy Expressway to the Elgin Toll Plaza and six lanes from the Elgin Toll Plaza to I-39.

Work Zone Safety

A 45 mph speed limit is in effect 24/7 in all construction zones on I-90, whether or not workers are present. Drivers should continue to watch for changing traffic patterns and use caution at all times.
The posted speed limit on Sleepy Hollow Road/McLean Road is 30 mph.
Illinois State Police have zero tolerance for drivers speeding in work zones. The minimum penalty for speeding in a work zone is $375. Posted signs advise drivers of a $10,000 fine and 14-year jail sentence for hitting a roadway worker.

Farm Bureau joins efforts to save bridges over Interstate 90 | Belvidere Daily Republican

Boone County Board Chairman Bob Walberg also has addressed the issue in a letter to the Illinois Tollway. He recited t he resolution approved by the county board at its May 15 meeting, which read, “…approve request to the Illinois Toll Highway Authority that all Boone County bridges under their jurisdiction be replaced as part of their capital plan.”

“The county supports the efforts of Spring Township in having the bridges replaced as part of your Jane Addams (I-90) rebuild,” he wrote in the letter to Paul D. Kovacs, P.E., of the Illinois Tollway, dated May 21.
