It was in poor taste for Gov. Bruce Rauner to attend a dinner celebrating the economic success of DeKalb while many in this community, including a large portion of students, are being hurt due to his and the General Assembly’s refusal to pass a budget.

Rauner gave the keynote speech at the DeKalb County Economic Development Corporation annual dinner Thursday in the Holmes Student Center, Duke Ellington Ballroom. Business leaders from throughout the community assembled to celebrate their successes over the past year. But largely ignored from this conversation were the economic realities that many students and others in the community face because of the budget fight.

There were students who expected Rauner to discuss the impasse’s effect on funding for Monetary Assistance Program grants and other services during his visit to campus. These important issues were unfortunately barely mentioned in his address. Instead, business leaders discussed their accomplishments despite the tough economic times.

“2015 has been an outstanding year for economic development in DeKalb County,” said Paul Borek, executive director of the DCEDC.

Community members rallied outside to demonstrate against the lack of a state budget. Safe Passage, one of the only sexual and domestic violence shelters in the county, is beginning to have operational problems because of the impasse.

“Safe Passage is turning away 30 people a month due to a lack of resources and state funding,” said Safe Passage Director Mary Schaid.

Also rallying were students from several surrounding colleges and universities.

“This is the first time in five years I am worrying about my enrollment at NIU,” said Rainn Darring, Campus Activities Board president and a MAP grant recipient.

Many students who blamed Rauner for the impasse chanted, “Governor Rauner, do your job,” during the rally; however, it seemed these students and the issues that matter most to them were simply an afterthought to the governor.

“I hate that we aren’t giving scholarships for kids that need support,” Rauner said.

Rauner will not support a budget that raises taxes without reforms from his Turnaround Agenda. While he continues to hold his ground by only passing a budget that is accompanied by what he calls “common sense reforms,” college students and victims of domestic violence are being hurt in the process.

These reforms include term limits, redistricting reforms and pension reforms, among others.

Instead of celebrating the success of business leaders, Rauner should instead focus on how he can compromise with the state legislature and vice versa so organizations like Safe Passage can continue to help victims of domestic violence and so students don’t have to worry about whether or not they will be able to attend school next semester.

Researchers at Lincoln Park Zoo and Northern Illinois University have discovered a new culprit contributing to amphibian decline and altered mammal distribution throughout the Midwest region – the invasive plant European buckthorn.

This non-native shrub, which has invaded two-thirds of the United States, has long been known to negatively impact plant community composition and forest structure.

Ex-campus cop sues NIU over rape charge

A DeKalb County grand jury has re-indicted a former Northern Illinois University police officer for rape less than three months after prosecutors dropped an identical charge against him and just days after the school fired its police chief for allegedly mishandling the case.

Andrew Rifkin, 25, was charged Friday with felony criminal sexual assault in connection with an October 2011 incident involving an NIU freshman. The indictment adds another chapter to a legal drama that so far has included accusations of hidden evidence, upheaval in the campus Police Department and the abrupt dismissal of the original case by a lame-duck prosecutor.

Northern Illinois University police chief put on paid leave after allegations of misconduct by department - chicagotribune.com

 

Northern Illinois University's police chief was put on paid leave Saturday and banned indefinitely from the department because of misconduct allegations. It's the latest disruption for a school that has faced a series of troubling events in recent months.

Senior NIU administrators under investigation cut deals to leave - Chicago Tribune

Northern Illinois University paid two senior administrators nearly $80,000 when they resigned while under investigation for misconduct — one for allegedly having a university employee clean his home during work hours, the Tribune has learned.

NIU spokesman Paul Palian Northern Illinois University officials are investigating reports of an alleged secret bank account channeling thousands of dollars to several university workers. NIU spokesman Paul Palian confirms to WNIJ the university's police department is looking into the matter: "There is currently an investigation underway. It was launched Friday afternoon. It is an NIU police investigation." - Paul Palian, NIU spokesman NIU employees working at a campus physical plant allegedly sold scrap metal to a local company, which would write checks to an account known as the ``coffee fund.'' Electronic records show checks from the DeKalb Iron and Metal Company to the fund have totaled more than $13,000 since 2005. School officials say they have no record of such a fund.J & WNIU

Kunkel said several employees, mainly from NIU’s Physical Plant, have sold scrap metal from the university to DIMCO on and off for at least the past 25 years. The company’s electronic records date back to February 2005, and checks from DIMCO since that time have totaled more than $13,000.

“It’s not going back to Northern,” said Kunkel.

Kathryn Buettner, vice president of university relations, said NIU Police plan to open an investigation immediately. She said Friday was the first time she or other administrators had heard about the coffee fund and said NIU takes the allegations very seriously…..

Kunkel said employees often used university-owned vehicles to drop off the scrap, usually coming in on Saturdays; sometimes they sent family members. Kunkel said when he asked what the coffee fund was for, he was told the money was split between several workers at the Physical Plant, who sometimes used the money for cookouts, or purchased coffee and food for the office.

Kunkel said the company keeps separate accounts for different NIU funds, including the Physical Plant and telecommunications department. He said he grew suspicious years ago, when NIU employees began asking him to pay a small percentage to the university and a larger percentage to the employee who dropped off the scrap, which prompted him to contact the university.

Family of William Curl says he is innocent | Daily Chronicle

More on the recent NIU tragedy.

William Curl's sister, Moria Curl, said her brother did not kill Keller.  "William Curl is not the killer. The killer is still out there," Moria Curl said. "They have the wrong person," Moria Curl said. "My heart pours out to Toni Keller's family, and I hope they get justice as well as we."

Curl fled to Mexico, driving his mother’s car, and then returned to the United States, Feithen said. That led the DeKalb County State’s Attorney’s Office to file charges of obstruction of justice and unlawful possession of a motor vehicle against Curl. John Farrell, DeKalb County State's Attorney, said the obstruction charge came because Curl had information about the homicide and left the state, and the motor vehicle charge came because he took his mother’s vehicle.


Moria Curl said her brother decided to run because he felt threatened and afraid after police spoke with him. "And he was wrong for doing so, but what did you expect him to do in a case like this?" she said.

William Curl, 34, is also charged with sexual assault and arson in the death of freshman student Antinette 'Toni' Keller

Public Defender Regina Harris was assigned to represent Keller after his bond hearing Saturday morning. She said she decided to ask for the evaluation after speaking to Curl on Sunday night.

Records show that in April 2004, Curl was convicted of possessing drug paraphernalia and given a conditional discharge. In August of that year, he was found guilty of retail theft.

Sycamore, NIU grad killed in California plane crash | Daily Chronicle

DeKalb County connection to the Tesla crash. 

graduate of both Sycamore High School and Northern Illinois University was killed Wednesday in a plane crash in California.
Brian Michael Finn was one of three employees of electric car maker Tesla Motors Inc.

Finn graduated from Sycamore High in 1985, according to school officials. He earned a Bachelor of Science degree in physics, with a concentration in acoustics, in 1990 from NIU, followed by a Masters of Science degree in electrical engineering in 1992, according to NIU records.

Unpaid docs owed millions

 

Sycamore Hospitals, Sycamore ... 150 physicians and Kishwaukee Community Hospital. According to the letter, none of the providers have been paid for seeing state employees in the past 10 months, and some have outstanding claims dating back to August 2008.

Northern Illinois University Vice President of Administration and Human Resources Steve Cunningham said about 3,400 NIU employees use the insurance program. The state is also at least seven months behind on a program that reimburses employees for some medical claims, he said, so employees understand the providers’ predicament.
