ROCKFORD, Ill. (WIFR) -- According a report from New York Times (​https://www.nytimes.com/interactive/2020/04/23/upshot/five-ways-to-monitor-coronavirus-outbreak-us.html?fbclid=IwAR2UZznANhnUxXvhD5kcYRPgMzoMQ5N1Avv_vwCpuCqnGG2Y5tdzN_Xk3ik) Rockford ranks #8 in the country for the next potential COVID-19 outbreak could occur. The data is from the last two weeks.

In the list of Highest avg. daily growth rate of cases in the report, it says that Rockford has 553 recent cases with a daily growth rate of 9%, with cases doubling every 8 days.

Rockford also ranks #9 in the list of Highest avg. daily growth rate of deaths with 16 recent deaths, 7% daily growth rate and deaths doubling every 9.7 days.

The Janesville-Beloit area ranked #9 in daily growth rate of cases.

According to the report, “Communities with a lot of cases and a high growth rate are on track to have a serious problem. A high growth rate on top of a large number of cases means that a still larger number of people are on track to become ill or die.”

Growth rates are useful measures in epidemics because they tell us whether things are getting better or worse. In places where the growth rate is high but the number of cases is relatively low, a community may still have time to flatten its curve before an outbreak becomes widespread, the report says.

As of Wednesday morning, there are a total of 643 confirmed cases of COVID-19 in Winnebago County and 22 deaths.

Belvidere Catholic school closes

St. James Catholic School in Belvidere to close permanently at end of year

BELVIDERE, Ill. (WIFR) -- The Diocese of Rockford announced Wednesday that St. James Catholic School in Belvidere will be closing permanently, due to low enrollment and debt.

Last year the school educated 104 students at the school, pre-K through 8th. With the assistance of our principal, every school family has been contacted in regard to registering for the 2020-2021 school year. Sadly at the close of registration on May 1, only 36 students were registered.

The statement reads in part, "The educational integrity of our academic program at St. James cannot be sustained with this enrollment. This enrollment, coupled with the devastating financial impact of closures from COVID-19 has crippled our ability to sustain a Catholic elementary school here at St. James."

The school will close at the end of the 2019-20 school year. The school had already been closed due to Gov. J.B. Pritzker’s stay-at-home executive order.

BELVIDERE — St. James Catholic School in Belvidere will close at the end of the school year, church and school officials announced Wednesday.

Enrollment at the preK through eighth grade school has plummeted. The state’s restrictions on public gatherings because of the novel coronavirus has suspended church services at St. James, which has resulted in financial losses for the church and school.

The Rev. Brian Geary, pastor of St. James Catholic Church, and the officials from the Diocese of Rockford broke the news to teachers and school staff Wednesday. Parents and parish members were sent a letter.

In his letter, Geary called the closing of St. James school — the only Catholic school in Boone County — “a dark reality we must all face.”

The parish gives the school about $250,000 a year, Geary explained in his letter. It amounts to about 30% of what the church collects each Sunday.

But with the sudden decline in donations since the suspension of Mass in March, Geary said, the church is unable to support the school as it once did.

St James families and community members raised $5,660 in the past seven days on a fundraising website, but it wasn’t enough to keep the school open.

According to the site, the parents wanted to raise $10,000 so the school could reopen in the fall and students and teachers could have one last year together. The $10,000 would make up for revenue lost from spring fundraisers that had to be canceled.

“While we understand the financial constraints that many Catholic schools face today, our students, teachers, and parents are praying for one more year,” the site states.

“In most closing situations students, teachers, and parents have emotional closure and ample time to make arrangements ... In this case, the students were unknowingly ripped from their school year on March 12 and truly need the opportunity to return to St. James School for the 2020-2021 school year.”

Enrollment at the school also has declined. The school had 104 students last year. When registration for the 2020-2021 school year closed May 1, only 36 students had signed up.

The decision to close the school at St. James is similar to a 2018 decision to close St. Bernadette Catholic School in Rockford.

While St. Bernadette’s school was scheduled to close in 2019, enrollment for what was going to be the school’s final year had dropped to 30 students, prompting school leaders to shut the doors early.

St. James is the fifth Catholic school in the Rockford area to close in recent years. The Cathedral of St. Peter School and another St. James school closed in 2019, as did St. Edward School.

The diocese opened All Saints Catholic Academy in 2019 in the old St. James school building in downtown Rockford.

“This is a difficult reality for all of us to face especially during these unprecedented moments not just in our nation but in our world,” Geary wrote. “Together, we can lean on our Catholic faith, which sustains us in these moments of sorrow and joy. Together, we will certainly mourn the loss of our school. But together, we can also celebrate our students, their families, our teachers and our administrators who have worked tirelessly to educate our children before and during these trying times.”

I thank from the bottom of my heart all of the teachers,

religious sisters, volunteers and parishioners over the years who
contributed their time, talent and treasure for the sake of our
children. Their effort, faith and dedication will certainly bear
great fruit in the souls of those who attended our school over
the years.

When the current social restrictions are eased we will
schedule an event of thanksgiving in order to bring closure and
show due appreciation. We give thanks first to Almighty God
for the privilege to teach in His name the saving truths of

WINNEBAGO COUNTY, Ill. (WIFR) -- There are now total 734 positive cases of COVID-19 in Winnebago County with 91 new cases announced Wednesday. No new deaths were announced, total still at 22.

During his daily press briefing on COVID-19 in Chicago, the governor announced a 5-phase plan on reopening the state. However, the governor also said as things do continue to reopen, it will look different.

"Schools can open in Phase 4 but, again, things going forward...will look different. Already as you are walking the streets you can see people are wearing face coverings. They will still need to do that in Phase 3. They will still need to do that in Phase 4 if there's no treatment," said Gov. Pritzker.

The state is currently in Phase 2 of the plan, which is the Flattening phase. Once regions can meet certain thresholds—the rate of infection among those tested, the number of patients admitted to the hospital, and the number of patients needing ICU beds is stable or declining—they can move into Phase 3, which is Recovery. Gov. Pritzker says the earliest a region can hit Phase 3 is May 29.

WASHINGTON (AP) — A government scientist says he was ousted from his job after raising concerns that the Trump administration wanted to "flood" coronavirus hot spots like New York and New Jersey with a malaria drug, despite not enough scientific evidence to back up its effectiveness.
Rick Bright filed a complaint Tuesday with the Office of Special Counsel, a government agency responsible for whistleblower complaints.
He's the former director of the Biomedical Advanced Research and Development Authority.
Bright alleges he was removed from his job and reassigned to a lesser role because he resisted political pressure to allow widespread use of hydroxychloroquine, a malaria drug favored by Trump.

In response to the COVID-19 pandemic, Gov. JB Pritzker has ordered Illinois residents to stay at home. Executive Order No. 10 requires all residents to stay home, with exceptions for essential needs or business activities. Gatherings of 10 people or more are prohibited. The order extends through May 30, 2020.

WINNEBAGO COUNTY (WREX) — The Winnebago County Health Department is reporting new coronavirus cases in the county as well as more recoveries.
On Tuesday, the health department reported 27 new cases of the virus in the county, bringing the total number of cases up to 643.
The county also reported 18 new recoveries, meaning the total number of people who have recovered in the county is up to 125.
Health officials are listing 13 places as areas of concerns:

• Alden Alma Nelson Manor
• Amberwood Care Centre
• Anam Care
• East Bank Center
• Forrest City Rehab and Nursing
• Goldie B Floberg Center
• Milestone
• Peterson Meadows
• River Bluff Nursing Home
• Robert Webb Terrance
• Rockford Rescue Mission
• Van Matre
• Winnebago County Jail
