Overhaul of iconic Belvidere Community building cloaked in secrecy

What was  the intent of the community building referendum?  Were county consumers to pay  forever 1 percent food and beverage tax  for this building?

Renovations on the Community Building Complex of Boone County are being kept from the public eye as the upper level gets an $815,000 face-lift.
