Boone County’s Terrinoni to address financial summit in D.C. | Belvidere Daily Republican

Boone County Administrator Ken Terrinoni will be in the nation’s capital July 9-10 to talk about finances during “A Summit of Leading Practices.”

This is the annual conference of the Center for Priority Based Budgeting in conjunction with the International City/County Management Association.

One of the center’s founders, Chris Fabian, asked Terrinoni earlier this year about his possibly being a presenter at the conference. The offer became official in March.

County Real Estate Taxes: Which funds get what share of the RE Taxes paid to the county

The total amount projected to be collected increases from $9,394,314 to $9,990,000 (a 6.34% increase) and the rate increases from .8982 to .9587.

State’s attorney responds to questions about adding an attorney | Belvidere Daily Republican

District 2 board member Paul Larson, who chairs the finance committee, said Courier had provided an indication of where the money would come from this year. “If we’re going to go out on a limb, her limb is shorter and sturdier than others we’ve been out on,” he said.

Schultz’s motion to return the matter to the finance committee failed, 9-3. Then the motion to hire the additional assistant state’s attorney, effective April 1, passed, 9-3.

Boone County saves thousands from refinancing jail bond - Rockford, IL - Rockford Register Star

Will the 1 per cent sales PSB tax end in 2018?

The $9.3 million bond was originally issued in 1999 to help pay for the county jail. It is set to expire in 2018.

Additionally, the board received an Aa2 bond rating from Moody’s Investors Service, which is the third highest bond rating offered by the agency. To receive that rating, County Administrator Ken Terrinoni met with representatives from Moody’s Investors Service, who interviewed him about the county’s finances for an hour. 

“We gave them a full picture of our finances, and they were mostly questioning the ways we got through this recent recession,” he said.

The agency said the county’s strengths included a strong and conservative management team, as well as having a healthy reserve level. One of its weaknesses included relying on sales tax revenues.

Boone County’s Management Letter from the Auditing Firm grows to eleven pages

Last year I posted the seven page letter regarding accounting conditions and recommendations for Boone County Government. (http://boonecountywatchdog.blogspot.com/2011/09/boone-county-receives-seven-page.html)

Boone County Real estate tax bills to be mailed May 10

BOONE COUNTY – The Boone County Treasurer’s Office recently announced that real estate tax bills will be mailed May 10.

The due date for the first installment is June 10, and the due date for the second installment is Sept. 1.

Boone County taxpayers have the following options for payment of real estate taxes:

At your bank:All of the banks in Boone County accept property tax payments on our behalf. Bring your entire bill to the bank if you want it stamped to show proof of payment.

By mail:Send your check with the payment stub to the Boone County Treasurer at 1212 Logan Avenue, Suite 104, Belvidere, IL 61008. Your payment must be postmarked on or before the due date.

Online bill pay:If your bank offers online bill payment, enter your property number as the vendor account number your payment can be properly recorded. The office is not responsible for payments received with no property number reference.

Online by credit or debit cardthrough Illinois E-Pay: Go to http://illinoisepay.comand type “Boone County Treasurer” in the search box. This service is offered through the Illinois State Treasurer’s Office and they charge a convenience fee that varies according to the type of card and dollar amount. The treasurer’s office accept credit/debit cars.

The Boone County Treasurer’s Office, 1212 Logan Ave. in Belvidere, accepts cash, check, cashier’s check or money order. The office is open 8:30 a.m. to 5 p.m. Monday through Friday. The office will be closed May 30.

Drop box: Those who can’t make it to the Treasurer's Office by closing time may drop their payments in the envelope depository by the side door after hours. Use an envelope and include the payment stub.

Mortgage escrow: Property owners are responsible for forwarding their bill to their mortgage company if the taxes are to be paid from an escrow account. The treasurer’s office recommends that you send them a copy, and keep the original.

Note: When paying in person at your bank or treasurer’s office, bring your entire bill if you want it stamped to show proof of payment.
