Can Boone County “Design-Build” the new animal services building?

Much has been made that the county should just go out and contact with “Morton Buildings” (Menard’s etc) for a plain steel building and then have the necessary kennel facilities added.

Well it appears that to do so-- either a state law change/exception would have to be passed by the state legislature or a Public Building Commission should have to authorized by the people in a referendum.

Why design and build?  Eliminate architect's fees?  Many steel building firms will not bid on the open government contact process?

What is entailed in a Public Building Commission?  Basically a a county wide referendum.  SEE the law:
