Much has been made that the county should just go out and contact with “Morton Buildings” (Menard’s etc) for a plain steel building and then have the necessary kennel facilities added.
Well it appears that to do so-- either a state law change/exception would have to be passed by the state legislature or a Public Building Commission should have to authorized by the people in a referendum.

Why design and build? Eliminate architect's fees? Many steel building firms will not bid on the open government contact process?
