a letter to Northwest Illinois Mayors for Passenger Rail, Illinois Department of Transportation Secretary Ann Schneider and tollway chief Kristi Lafleur said the ridership potential “simply cannot justify the expense of constructing such a line and thus, a full-blown study also is not warranted at this time.”
