Interim Planning Director Kathy Miller said her three-member agency — which reports to County Board Chairman Bob Walberg, Belvidere Mayor Fred Brereton and Poplar Grove President John Neitzel — has been strained because city and county officials cannot come to a consensus about revising the area’s comprehensive and Flora Township Neighborhood plans.
