Fitch said Illinois' failure to tackle its deficits has left it dependent on short-term borrowing and on delaying payments to businesses, pushing the amount of unpaid bills to $3.9 billion at the end of the 2009 budget year. That has allowed the state's total deficit, which includes those left over from prior years, to reach $9 billion, about 32 percent of the budget.
