In a recent news briefing, President Trump pointed to a bar chart that showed one country's coronavirus death toll per capita stretched out distinctively beyond all the others. It was not Italy or Spain, the countries with the highest total fatalities in Europe — but Belgium.

Meanwhile, the graph placed the U.S. rate below six European nations.

The display enraged Belgian government minister Denis Ducarme, who called it "macabre" and "level zero" politics for Trump to suggest Belgium's numbers are so poor and "all is well" in the U.S. "Our method of counting [COVID-19 deaths] is the most exhaustive possible!" he tweeted in French.

Ducarme is right — but Trump's chart wasn't wrong.

Belgium has surged to the top of the grim leaderboard because authorities decided to be radically transparent, if perhaps a bit speculative, about the toll from the novel coronavirus. They include not only deaths that are confirmed to be virus-related, but even those suspected of being linked, whether the victim was tested or not.

As of Wednesday, Belgium, with a population of over 11.4 million, has counted a total 6,262 deaths from COVID-19 — roughly 540 per million citizens — and more than half of those deaths were in nursing homes. Of those 52%, just 4.5% were confirmed as having been infected, yet all are counted in the national tally.

Other countries, such as the U.S., are still grappling with how to handle that situation.

Belgian authorities have come under pressure to change their method due to the negative perception. Even Prime Minister Sophie Wilmès has suggested the count has been exaggerated. But Emmanuel André, the spokesman for the government's coronavirus emergency task force, is unapologetic. He insists other governments have been undercounting fatalities attributable to the virus, and in fact, he said in a news conference Monday, "more and more countries are starting to copy the Belgian surveillance model ... which allows us to measure the severity of the situation."

"When you don't know, it's more difficult to act," he says.

Experts at Wednesday's briefing said the country likely hit the coronavirus' peak on April 12. On Friday, a special task force is due to unveil a gradual exit strategy from lockdown measures that have been in place since March 18.

* The governor announced two new drive-through testing locations today…

As you know, more widespread testing is a key goal for combating COVID-19. It’s a vital feature of our long term path to building a new normal. Along that path we need to make testing more available and convenient to more people. So I’m pleased to announce two additional state run drive through testing sites, both of which are available to anyone who has COVID like symptoms and wants to test, even without a doctor’s order.

Today in Aurora, we opened a new drive thru at the Chicago Premium Outlets outdoor shopping mall, located at 1650 Premium outlet Boulevard in Aurora, that location can take up to 600 specimens per day.

And starting on Friday in Rockford, we will open a drive thru location at the University of Illinois College of Medicine Rockford, the address there is 1601 Parkview Avenue, and that location will be able to take 500 specimens, a day when fully ramped up between these two new sites, and our three existing sites in Markham, Bloomington, and in Harwood Heights, our five drive-throughs can run up to 2900 tests per day when the Rockford test site is fully up and running.

There are currently two “rapid” COVID-19 tests available to clinicians in the Northern Illinois Rockford Region. Local health departments want the public to understand the difference between and potential limitations of the two COVID-19 tests.

● Antibody Tests: o Using a small sample of blood from a finger prick, the test is designed to detect the presence of antibodies to the SARS-CoV which causes COVID-19. While the test can detect antibodies, it cannot tell you if you are protected from infection, the length of protection against infection, or determine if you have active disease. The test may also detect other coronaviruses that do not cause COVID-19. These tests are promising in determining exposure in the community but are not fully proven.

● Molecular Tests: o Using a sample taken from the nasopharynx (nose and throat), a molecular PCR tests determines the presence of active infection with SARS-CoV. This test cannot tell if a person has been exposed and are still in the incubation period before symptoms develop.

These test are used to confirm COVID-19 if a person is sick with symptoms of COVID-19. Both tests require a clinician order and have specific applications and limitations. Employers are encouraged to work with their Employee Health and their local health department for employees who may have been infected with COVID-19, exposed to infection, and/or are returning to work to make sure that they are following the most current evidence-based guidelines. BOONE COUNTY (WREX) — The Boone County Health Department is reporting two new coronavirus related deaths.
The health department says one of the residents was in their 20s and a resident in their 60s.
The two new deaths brings the total up to 6 in the county.
The county also reported two new cases of the virus, bringing the total up to 34 cases.
For the first time, the health department released specific numbers in relation to the Symphony Northwoods long-term care facility.
According to the health department, there's been 11 total cases at Symphony Northwoods long-term care facility, 6 cases being employees and 5 cases being residents. The facility has seen 2 deaths related to the virus, both of which were residents, according to the health department.

13 new coronavirus cases in Winnebago County, two new areas of concern

WINNEBAGO COUNTY (WREX) — The Winnebago County Health Department is reporting new coronavirus cases as well as areas of concerns within the county.
The health department is reporting 13 new cases, bringing the total number of cases in the county up to 222.
The county continues to report new cases in children, with one new case today. That marks 5 children under the age of 10 who have tested positive for COVID-19.

Here's a full breakdown of the cases by age group:

  • 0-9: 5
  • 10-19: 12
  • 20-29: 36
  • 30-39: 33
  • 40-49: 38
  • 50-59: 45
  • 60-69: 30
  • 70-79: 13
  • 80+: 10

The county is also reporting two new areas of concern: Goldie B Floberg Center and Milestone, both of which help people with disabilities. Details on cases in both locations are not known at this time.
There were no new deaths reported on Tuesday, meaning the county remains at 11.

ROCKFORD — The Winnebago County Health Department this week will begin coordinating the testing of all nursing home employees in the county.

Testing is part of a statewide strategy to slow the spread of the new coronavirus in long-term care facilities, Winnebago County Public Health Administrator Sandra Martell said.

Nursing home residents are among those most vulnerable to COVID-19, the potentially deadline respiratory disease caused by the new coronavirus.

“There are two plans going on right now,” Martell said Monday at a news conference. “One is that they want to look at places with no confirmed cases and do a baseline surveillance to see what is the circulation. And those of us who have cases, testing all of the staff.”

Martell said it is unclear how all employees will be tested, but the plan is to complete the testing as quickly as possible. She expects the staffs at nursing homes where public health officials have concerns to be tested this week.

But she said staff members are being monitored already.

“Every single one of those staff members is checked,” Martell said. “They are doing a symptom check, meaning they have to report symptoms and they are having a temperature check twice a shift in those facilities so that anyone who begins to exhibit any sign or symptom is quickly removed from the workplace.”

It was announced on Friday that a contract employee had tested positive for the disease at the Winnebago County-owned River Bluff Nursing Home at 4401 N. Main St.


Nursing homes are vulnerable during the pandemic because residents tend to live in close quarters and the majority of them are over age 70. Many are dealing with underlying health problems that can make symptoms more severe.

Martell on Monday announced that 15 more people had tested positive for COVID-19 countywide, bringing the total to 209. The number of dead from COVID-19 complications increased by two to a total of 11 dead in Winnebago County.

In Boone County, five residents at Symphony Northwoods, a Belvidere nursing home, have tested positive for the novel coronaivirus and two have died from COVID-19.

Six employees at the nursing home have tested positive for the virus, too, according to the Boone County Health Department.

In all, 34 individuals in Boone County have tested positive for COVID-19 and six have died from the disease, the health department said on Monday.

In Ogle County, 61individuals have tested positive for coronavirus and one resident has died from the disease.

BOONE COUNTY (WREX) — The Boone County Health Department is reporting two new coronavirus related deaths.
The health department says one of the residents was in their 20s and a resident in their 60s.
The two new deaths brings the total up to 6 in the county.
The county also reported two new cases of the virus, bringing the total up to 34 cases.
For the first time, the health department released specific numbers in relation to the Symphony Northwoods long-term care facility.
According to the health department, there's been 11 total cases at Symphony Northwoods long-term care facility, 6 cases being employees and 5 cases being residents. The facility has seen 2 deaths related to the virus, both of which were residents, according to the health department.

13 new coronavirus cases in Winnebago County, two new areas of concern

WINNEBAGO COUNTY (WREX) — The Winnebago County Health Department is reporting new coronavirus cases as well as areas of concerns within the county.
The health department is reporting 13 new cases, bringing the total number of cases in the county up to 222.
The county continues to report new cases in children, with one new case today. That marks 5 children under the age of 10 who have tested positive for COVID-19.

Here's a full breakdown of the cases by age group:

  • 0-9: 5
  • 10-19: 12
  • 20-29: 36
  • 30-39: 33
  • 40-49: 38
  • 50-59: 45
  • 60-69: 30
  • 70-79: 13
  • 80+: 10

The county is also reporting two new areas of concern: Goldie B Floberg Center and Milestone, both of which help people with disabilities. Details on cases in both locations are not known at this time.
There were no new deaths reported on Tuesday, meaning the county remains at 11.
